Water District Maint, LLC were<br />

also present to provide guidance.<br />

OLD BUSINESS:<br />

Heidi Losure and Georgia<br />

Smith represented Frederick Forward.<br />

Georgia gave a report on<br />

the floating, handicapped dock<br />

they are working on acquiring<br />

for the Frederick City Park on<br />

the Elm River. Heidi talked about<br />

an on-line course she is taking<br />

on Recruiting Alumni and Young<br />

families to our area. Information<br />

was given to Heidi and Georgia<br />

from the Aberdeen American<br />

News on a special edition coming<br />

out about small communities.<br />

Also discussed was the Finn Fest<br />

which was tabled to a later date.<br />

Angela Kocher is in charge of<br />

the City Wide Rummage Sale<br />

which will be June 2-3, 2012.<br />

She also discussed a utility lien<br />

against property in Frederick that<br />

she and her husband are buying.<br />

The lien was released but the<br />

debt of utilities is still owed by<br />

the present owner. Motioned by<br />

Campbell/Meyer, motion carried.<br />

Library news includes the<br />

resignation of Kathy Nelson<br />

Jensen who will be replaced on<br />

the board by Richard Osborne.<br />

Dennis Kinslow gave the utilities<br />

report including proposals<br />

of road work to be done. Matter<br />

tabled to future meeting.<br />

NEW BUSINESS:<br />

DENR Solid Waste permit for<br />

the City Landfill was reviewed.<br />

Motioned by Campbell/Meyer<br />

to close out Lagoon account<br />

and transfer funds to General<br />

account. Motion carried.<br />

The 2011 Drinking Water Report<br />

is available for residents at<br />

the City Finance Office.<br />

SD Assoc. of Rural Water Systems<br />

annual dues were motioned<br />

by Meyer/Campbell to approve,<br />

motion carried.<br />

Chad Anderson discussed<br />

zoning ordinances for upgrades<br />

to their home.<br />

The new Control Panel was<br />

put in the Pump House on Friday<br />

and after the meeting Mark<br />

Lunseth gave the board instructions<br />

on how to operate the<br />

new panel.<br />

The plat of Anderson?s Second<br />

Subdivision from Jay Peterson<br />

was tabled until questions on<br />

access could be answered.<br />

At 7:15pm the only bid on<br />

the surplus sale of Original<br />

Plat, Block 20, Lot 12 was from<br />

Melissa and Neil Gilbert for<br />

$901.00. Moved by Anderson<br />

and seconded by Opp to accept<br />

this bid and issue a deed for the<br />

property. All members present<br />

voted aye.<br />

Doug Hamilton and Anita<br />

Lowary gave reports on the<br />

Heartland Power annual meeting<br />

they attended in Howard, SD on<br />

March 23. Discussion was held<br />

on the information regarding<br />

the federal administration?s<br />

changes in Power Management<br />

Administrations policies. Moved<br />

by Hamilton and seconded by<br />

Hanlon to pass the following<br />

resolution requesting assistance<br />

from Congress to overturn Energy<br />

Secretary Chu?s policies.<br />

All members present voted aye.<br />

RESOLUTION NO. 2012-0402<br />

WHEREAS, Energy Secretary<br />

Steven Chu issued a memorandum<br />

on March 16, 2012 directing<br />

major changes for the federal<br />

power marketing administrations<br />

(PMAs) that would fundamentally<br />

damage their core mission<br />

of reliable power at affordable<br />

cost; and<br />

WHEREAS, PMAs are responsible<br />

for marketing and transmission<br />

of hydropower generated at<br />

federal multi-purpose projects<br />

and hydropower is sold to consumer-owned<br />

electric utilities including<br />

the city of <strong>Groton</strong>, South<br />

Dakota at cost-based rates; and<br />

WHEREAS, an important<br />

factor in the federal power<br />

program?s success is the basic<br />

principle that the beneficiaries<br />

pay for the programs in which<br />

they participate and cost-based<br />

rates are a critical element of<br />

economic development and<br />

preservation; and<br />

WHEREAS, the success of<br />

the federal power program is<br />

due in large part to a focus on<br />

cost-based rates, improving<br />

system reliability and prudent<br />

transmission development that<br />

helps promote economic development;<br />

and<br />

WHEREAS, many of the program<br />

initiatives suggested by<br />

Secretary Chu?s memorandum<br />

have already been implemented<br />

by PMA customers including<br />

demand response programs,<br />

wind generation, and energy<br />

efficiency programs; and<br />

WHEREAS, Secretary Chu?s<br />

directives, at the least, risk rate<br />

increases for federal power customers<br />

and, at worst, threaten<br />

the integrity of federal power<br />

program; and<br />

WHEREAS, the city of <strong>Groton</strong>,<br />

South Dakota believes that Secretary<br />

Chu?s plan would increase<br />

costs unnecessarily for our customers<br />

and cripple the benefits<br />

of federal power.<br />

NOW, THEREFORE, IT IS<br />

HEREBY RESOLVED that the<br />

city of <strong>Groton</strong>, South Dakota is<br />

strongly opposed to reforms of<br />

PMAs as directed by Energy Secretary<br />

Steven Chu in his March<br />

16, 2012 memorandum. We<br />

ask Congress to take immediate<br />

steps to prevent implementation<br />

of the directives issued to the<br />

PMAs in the memo issued by<br />

Secretary Chu.<br />

Mayor Olson reported on the<br />

meeting with the school regarding<br />

the 1st St project. Plans are<br />

now at the SD DOT for approval.<br />

Councilmen were encouraged<br />

to attend the NECOG annual<br />

meeting on May 10 in Aberdeen<br />

and the Code Enforcement Workshop<br />

in Pierre on May 9-10.<br />

Moved by Hamilton and seconded<br />

by Opp to authorize Mayor<br />

Olson to sign the change order<br />

for AP & Sons for $8,455.00 on<br />

the West Sewer Project for repairs<br />

to the pipe under the creek<br />

which was damaged by Schmidt<br />

Construction during the creek<br />

cleaning project. All members<br />

present voted aye.<br />

Mayor Olson vetoed the<br />

3/19/12 resolution to forgive<br />

penalty charges to Ron Belden<br />

for the Jan utility billing due to<br />

an addition error. The Mayor<br />

presented his reasons in writing,<br />

statues of authority, and a survey<br />

of other communities? penalties.<br />

The Council chose not to reconsider<br />

the resolution.<br />

The requirement of 5 ft wide<br />

sidewalk for sidewalk replacement,<br />

repair, and new installation<br />

was discussed. Since most<br />

existing sidewalks are 4 ft wide,<br />

costs, consistency, and length of<br />

repairs also were discussed and<br />

tabled until more information<br />

was available.<br />

Quotes for stump grinding at<br />

the cemetery came in at $2,500<br />

from Sperry Tree Service and<br />

$3,037.50 from Doore Tree Service.<br />

Moved by Heitmann and<br />

seconded by Opp to accept the<br />

Sperry quotation and try to do<br />

all the stumps in the cemetery<br />

in 2012 by using the budgeted<br />

amount plus $1500 from contingency.<br />

All members present<br />

voted aye.<br />

Policies for power rates were<br />

reviewed. Regular curbside<br />

residential garbage service will<br />

be allowed April 10. Vandalism<br />

at the baseball complex was<br />

discussed.<br />

At 8:23pm the Council adjourned<br />

into executive session<br />

to discuss personnel and legal<br />

matters on a motion by Brotherton<br />

and seconded by Hanlon. All<br />

members present voted aye. At<br />

8:45pm the Council reconvened<br />

into regular session.<br />

The Life of<br />

Bernice A. Smith<br />

Bernice A. Smith,<br />

age 94, died on Monday,<br />

April 2, 2012,<br />

at her daughter’s<br />

residence in Poncha<br />

Springs, Colo. She<br />

was the widow of<br />

Orval W. Smith. Her<br />

funeral was held Tuesday,<br />

April 10, 2012,<br />

at Lutheran Church<br />

of Our Redeemer in<br />

Watertown. The Rev.<br />

Bob Hanson and the<br />

Rev. Christina Matson<br />

officiated. Music was provided by A.J. Sherrill<br />

as organist with Robbyn Givens as soloist.<br />

Burial took place at the <strong>Groton</strong> Union<br />

Cemetery in <strong>Groton</strong>. Pallbearers were Marvin<br />

Singrey, Van Singrey, Nathan Singrey, Erik<br />

Staebell, Nathaniel Voss and Rick Smith.<br />

Bernice was born on August 1, 1917, at New<br />

Effington, to John and Bessie (Torkelson) Melland.<br />

She attended elementary school in Lien<br />

Township and graduated from New Effington<br />

High School. Following graduation, Bernice<br />

went on to Northern State Teachers’ College<br />

in Aberdeen. She taught school for two years.<br />

On September 5, 1939, Bernice married<br />

Orval Smith at Breckenridge, MN. The couple<br />

farmed north of <strong>Groton</strong> for 22 years and later<br />

moved into <strong>Groton</strong> and lived there for five<br />

years. Orval and Bernice eventually moved<br />

to Watertown in 1967. She owned and kept<br />

records for the family welding supply business.<br />

Orval died in November of 1995.<br />

She was an active member of Emmanuel Lutheran<br />

Church in <strong>Groton</strong> and Lutheran Church<br />

of Our Redeemer in Watertown. Bernice enjoyed<br />

visiting with people, traveling, playing<br />

cards, fishing and gardening. She especially<br />

enjoyed all of the Norwegian specialties and<br />

was an avid Minnesota Twins fan.<br />

Bernice is survived by her four children:<br />

Keith Smith of Revillo, SD, Diane (Dave) Sallee<br />

of Richardson, TX, Curtis (Linda “Cookie”)<br />

Smith of Littleton, CO, and Cheryl (Jim) Frank<br />

of Poncha Springs, CO; seven grandchildren;<br />

eleven great-grandchildren; and five greatgreat-grandchildren.<br />

She was preceded in death by her husband,<br />

an infant son, her parents, three brothers,<br />

and three sisters.
