4.3 Infrastructure Recommendation Time Frames<br />

4.3.1 Short Term: 2010-2011<br />

• Complete Leadership <strong>Greenville</strong> Trail section from Valentine Street to <strong>Sterling</strong> <strong>Community</strong><br />

Center and amphitheatre at Minus Street and Dunbar Street. Develop design and begin<br />

improvements to Minus Street infrastructure and streetscape.<br />

• Develop design of Calhoun Street south of Dunbar. Commence stormwater master plan<br />

study and apply for permits for regional stormwater pond adjacent to Conwell Street.<br />

• Program Jenkins Streetscape Improvement into capital budget for City. Identify funding<br />

sources for improvements on county side.<br />

• Program Dunbar Street improvements into capital budget for City of <strong>Greenville</strong>.<br />

• Identify funding sources for Memminger-Hartsell-Averill Street connector.<br />

• Identify funding sources for Odessa-Taylor-Horton Street connector.<br />

• Identify funding sources for Butler-Martin-Maloy Street connector.<br />

• Identify funding sources for Anderson Street improvements.<br />

• Develop design for North <strong>Sterling</strong> Playground on Calhoun Street.<br />

• Develop design for St. Francis Park at corner of Arlington Avenue and St. Francis Drive.<br />

• Develop overall neighborhood infrastructure design package, including completed<br />

engineering drawings and cost estimates from GLDTC.<br />

• Explore possible funding for state-managed and -owned roads. This could options such as<br />

handing over ownership of some roads to the county.<br />

4.3.2 Medium Term: 2012-2015<br />

• Connect Horton/Taylor to Odessa.<br />

• Connect Butler/Martin to Maloy.<br />

• Extend Memminger south to Jenkins across to Hartsell and pick up Averill.<br />

• Complete Greenway trails along Brushy Creek.<br />

• Program and implement Dunbar Street diet/streetscaping.<br />

• Program and implement Anderson Road diet/streetscaping.<br />

• Complete regional stormwater pond adjacent to Conwell.<br />

• Construct North <strong>Sterling</strong> Playground.<br />

• Construct St. Francis Park.<br />
