QUESTIONS<br />
1. MR. N. M. MODUBULE, MP. (LOBATSE): To ask the Minister <strong>of</strong> Health to<br />
state the measures in place to address the serious shortage <strong>of</strong> computers<br />
at the Lobatse Institute <strong>of</strong> Health Sciences.<br />
2. MR. F. M. M. MOLAO, MP. (TONOTA NORTH): To ask the Minister <strong>of</strong><br />
Education and Skills Development:-<br />

when the rationalisation exercise for brigades/technical colleges<br />
will be finalised and operationalised;<br />
to state the number <strong>of</strong> posts that will be created in Marobela and<br />
Marapong Brigade Centres and when such posts will be filled;<br />
whether the defective sewage system at Marobela Brigade Centre<br />
has been attended to; if not, why; and<br />
why Marapong Brigade Centre staff members were employed on<br />
six months temporary contracts after the takeover <strong>of</strong> the Brigade<br />
by the <strong>Government</strong>, instead <strong>of</strong> being <strong>of</strong>fered permanent and<br />
pensionable employment as promised during consultations.<br />
3. MR. R. MASITARA, MP. (GABORONE WEST NORTH): To ask the Minister <strong>of</strong><br />
Local <strong>Government</strong> if he will consider, as a matter <strong>of</strong> priority, the<br />
construction <strong>of</strong> a Community Hall in the Gaborone West North<br />
Constituency given that it is the only Constituency in <strong>Botswana</strong> without<br />
such a facility.<br />
4. MR. B. NTUANE MP. (GABORONE WEST SOUTH): To ask the Minister <strong>of</strong><br />
Labour and Home Affairs if he is aware that mediation and arbitration<br />
efforts have frustrated a lot <strong>of</strong> workers and are becoming a useless tool;<br />
if so, will he consider introducing additional instruments to beef up the<br />
present legislation.<br />
5. MR. N. M. MODUBULE, MP. (LOBATSE): To ask the Minister <strong>of</strong> Health<br />
whether he is aware <strong>of</strong> the acute shortage <strong>of</strong> accommodation at the<br />
Lobatse Institute <strong>of</strong> Health Sciences; if so, what measures are in place to<br />
deal with this situation.<br />
6. MR. F. M. M. MOLAO, MP. (TONOTA NORTH): To ask the Minister <strong>of</strong><br />

to state the reasons for keeping Marapong Sub-Land Board as the<br />

iggest in the Central District and not allocating the requisite staff<br />
such as surveyors, records and technical <strong>of</strong>ficers to service it; and<br />
(ii)<br />
when the vacant positions at the Sub-Land Board will be filled to<br />
make it more productive.<br />
7. MR. R. MASITARA, MP. (GABORONE WEST NORTH): To ask the Minister <strong>of</strong><br />
Defence, Justice and Security to state:-<br />

the circumstances under which restraining orders under the<br />
Domestic Violence Act Cap 28:05 have been made in instances<br />
where the defendant has been acquitted; and<br />
the number <strong>of</strong> cases a restraining order under the Domestic<br />
Violence Act was made following an application by a victim since<br />
20<strong>07</strong>.<br />
8. MR. B. NTUANE MP. (GABORONE WEST SOUTH): To ask the Minister <strong>of</strong><br />
Labour and Home Affairs if he has been monitoring the relationship<br />
between the Labour Offices and the Industrial Court; if so, is he aware<br />
that the Industrial Court is overwhelmed by the backlog <strong>of</strong> cases that<br />
could have easily been solved at the Labour Offices but are instead<br />
referred to the Industrial Court.<br />
9. MR. N. M. MODUBULE, MP. (LOBATSE): To ask the Minister <strong>of</strong> Education<br />
and Skills Development why Gaborone Universal College <strong>of</strong> Law was<br />
denied permission to upgrade the Certificate in Early Childhood to<br />
Diploma level; she should further state which other institution is<br />
providing this course at Certificate or Diploma level.<br />

10. MR. F. M. M. MOLAO, MP. (TONOTA NORTH): To ask the Minister <strong>of</strong><br />
Defence, Justice and Security:-<br />

when his Ministry will allow the employment <strong>of</strong> females as non<br />
commissioned <strong>of</strong>ficers in the <strong>Botswana</strong> Defence Force;<br />
whether he is aware that non employment <strong>of</strong> females as non<br />
commissioned <strong>of</strong>ficers is tantamount to discrimination, which is<br />
not permitted by the laws <strong>of</strong> <strong>Botswana</strong>;<br />
whether he has ever carried out a survey to determine if young<br />
Batswana females who are not graduates do not want to join the<br />
army; if not, why; and<br />
what informed the decision to bar them from joining the army.<br />
11. MR. B. NTUANE MP. (GABORONE WEST SOUTH): To ask the Minister <strong>of</strong><br />
Labour and Home Affairs whether there are measures in place for the<br />
Department <strong>of</strong> Labour and the Industrial Court to submit regular reports<br />

to his <strong>of</strong>fice; if so, he should state the trend inherent in such reports.<br />
12. MR. M. R. REATILE, MP. (NGWAKETSE WEST): To ask the Minister <strong>of</strong><br />
Finance and Development Planning to state the number <strong>of</strong> projects that<br />
have benefited from Private Public Partnership (PPP) since its inception;<br />
he should further provide a breakdown <strong>of</strong> beneficiaries <strong>of</strong> the PPP<br />
according to the Ministries.<br />
13. MR. D. P. MAKGALEMELE, MP. (SHOSHONG): To ask the Minister <strong>of</strong><br />
Finance and Development Planning whether he is aware that companies<br />
charge <strong>Government</strong> huge amounts <strong>of</strong> money when tendering; if so,<br />

what does the Public Procurement and Asset Disposal Board<br />
(PPADB) consider as acceptable mark ups for goods and services;<br />
what informs such levels <strong>of</strong> mark up;<br />
to state the monitoring and evaluation systems which PPADB has<br />
put in place to ensure there are no anomalies; and<br />
he should further provide as an annexure to this answer, acceptable mark<br />
ups for the following goods and services; construction, including roads,<br />
provision <strong>of</strong> security services, cleaning services, new motor vehicles,<br />
printing services and provision <strong>of</strong> goods and services for the destitute and<br />
Masiela programmes.<br />
14. MR. R. MASITARA, MP. (GABORONE WEST NORTH): To ask the Minister <strong>of</strong><br />
Transport and Communications whether there are network security<br />
measures provided by <strong>Government</strong> and/or network providers in place to<br />
protect businesses and individual internet users from cyber Infrastructure<br />
attacks in <strong>Botswana</strong>.<br />
