CHARTER BOAT FACILITIES Commercial and Club Waterfront Development PRIORITY FOR ACTION RESPONSIBILITY d In instances where it is proposed to use commercial marinas or boatsheds or Public Wharves as the principal location for passengers to embark and disembark for charter boat patrons, the applicant must demonstrate to the satisfaction of Council that adequate on-site facilities can be provided, including: O Council, Developers, LAWC (CLS), Waterways Authority i ii iii iv Carparking arrangements; Toilets; Solid waste disposal; Sewerage pump-out facilities for boats in accordance with State Government guidelines. 12.0 PLANNING PROVISIONS FOR BRISBANE WATER The Brisbane Water Plan of Management provides the opportunity to review the planning and zoning controls relating to the foreshore areas surrounding the estuary and to introduce new zoning controls over the waterway itself. The appropriate mechanism is the preparation of a Local Environmental Plan which can provide the necessary statutory provisions for uses, development and utility installations both on the foreshore areas as well as on the bed of the estuary and on the waters that forms the Brisbane Water estuary in accordance with the provisions of the Environmental Planning and Assessment Act 1979. At present, the land below mean high water mark within Brisbane Water is not zoned (the bed of the estuary) nor is its waters. Current development control over development on the bed of Brisbane Water is controlled under Clause 49 of the Gosford Planning Scheme. By preparing a Local Environmental Plan a review of foreshore zones and introduction of waterway zones for land below mean high water mark in Brisbane Water can be developed. 12.1 Management Objective MANAGEMENT OBJECTIVE Planning Provisions For Brisbane Water PRIORITY FOR ACTION RESPONSIBILITY a To adequately protect, maintain and control resource use and conflicts within Brisbane Water by reviewing land use zonings to achieve ecologically sustainable management of Brisbane Water.
