11.0 COMMERCIAL AND CLUB WATERFRONT DEVELOPMENT Brisbane Water has traditionally been characterised by relatively low scales of commercially orientated development along its foreshores, being principally associated with the provision of boat accommodation and service facilities for recreational boating purposes together with other estuary dependant commercial operations including oyster farming, oyster depuration plants, commercial fishing, jetty construction and associated commercial and residential development. Whilst some of these premises have expanded into sizeable club and commercial marina facilities which provide a useful role in the area, it must be ensured that any future expansion of such premises does not significantly detract from the existing natural character of Brisbane Water as a whole or result in an undue reduction in the availability of inshore water space used for general navigation and recreation purposes, or restrict public access to public foreshore reserves. It is one of the aims of this plan to ensure that public access to public foreshore areas is maintained and enhanced. Council recognises the role of existing commercial and club orientated development have played in Brisbane Water and seeks to maintain the level of existing facilities around the waterway while ensuring that the overall natural character of Brisbane Water remains preserved. Specifically, this section of the plan refers to those uses below mean high water mark and any associated shore based facilities above mean high water mark which are intended for commercial use or club based activities but does not include the running of water based transport services. 11.1 Management Objectives MANAGEMENT OBJECTIVES Commercial and Club Waterfront Development PRIORITY FOR ACTION RESPONSIBILITY a Ensure suitable boating facilities for the accommodation of boats, their repair and maintenance. O All authorities c Encourage only water dependant commercial or club orientated development which is of a size, scale and design that is compatible with the environmental qualities of Brisbane Water and the surrounding area subject to the scale of adjoining development. O All authorities d Ensure that proposed development has regard to adjoining land and water based uses, particularly in terms of residential or public recreation areas and that the proposed development does not adversely affect the amenity or character of those adjoining land or water areas. O All authorities e Prevent adverse environmental impact on the marine, and estuarine flora and fauna of Brisbane Water. O All authorities f To regulate the allocation of public foreshore land that may be used for general navigation purposes or waterway use. O All authorities g Ensure the incorporation of public foreshore access in proposed commercial and/or club waterfront facilities. MANAGEMENT OBJECTIVES Commercial and Club Waterfront Development facilities have or can provide adequate shore based infrastructure including the control and disposal of liquid and solid wastes. The provision of adequate carparking on private land or within the boundaries of any proposed developments is also a necessary requirement. PRIORITY FOR ACTION O RESPONSIBILITY All authorities i Ensure that proposed development has adequate regard for the effects of natural processes on the proposed development, (including: tidal fluctuations, wave actions and currents, and geotechnical forces associated with the stability of the shoreline and flooding).
