8.0 RESIDENTIAL STRUCTURES WITHIN BRISBANE WATER Residential structures on the waterfront of Brisbane Water refer to all types of development, below mean high water mark, used in association with adjoining residential development which fronts mean high water mark and residential properties that adjoin reserves which front mean high water mark. Dredging, reclamations and other associated works involving seawalls can have significant effects on water circulation, water quality and the well being of existing natural estuarine habitats. Dredging, in particular, can result in actual physical damage to habitats of benthic and fringing communities, changes to water circulation patterns through deepening of the water in a locality and introduction of suspended sediments into the water which can reduce light penetration, affect the feeding habitats or organisms and in severe cases smother existing habitats. Reclamation works and associated seawalls may result in the destruction of important estuarine habitats and can aggravate shoreline erosion or accretion and accumulation of litter and dead seagrasses. For these reasons, it is important that development is properly assessed and that adequate controls are put in place to ensure that adverse environmental effects do not occur. This Section of the Plan applies to all proposed dredging, reclamation, or seawalls but does not include maintenance dredging of public navigation channels by a public authority. (Refer to figures 26 to 31.) 8.1 Management Objectives MANAGEMENT OBJECTIVES Residential Structures within Brisbane Water PRIORITY FOR ACTION RESPONSIBILITY a Promote the proper management, development, conservation and economic use of Brisbane Water in respect to privately owned or constructed jetties, wharves and other residential foreshore structures, and having particular regard to: O All Authorities i) Protection and enhancement of the visual character and natural landscape of Brisbane Water. ii) iii) iv) Protection of the natural environmental systems of Brisbane Water from disturbance and degradation. Retention of public ownership and improvement of public access. Encouragement of tourism development and v) Promotion of co-ordinated management and development.
