2.3 Management Actions MANAGEMENT ACTIONS TIMING FOR ACTION RESPONSIBILITY FUNDING SOURCE Estuarine Habitat Management Actions a i) Council enforce the Clean Waters Act under delegation H Council N/A ii) Council requests the State Government to apply the Clean Waters Act with regard to disposal of wastes. H Council N/A b i) Council shall investigate the issue of whether or not there is a need for a Marine and Estuarine Protected Area (MEPA) to be established for Brisbane Water by extensively consulting with local user groups prior to initiating any funded research into the issue. Such investigation shall also include the issue of what activities should be permitted or prohibited within Marine and Estuarine Protected Area within Brisbane Water. L Council, NSW Fisheries, Local Community Possible funding obtained from NSW Fisheries or Ocean Rescue 2000 If it is determined to proceed with (a) above then; ii) iii) It is recommended that Council utilise the functions of the Brisbane Water Plan of Management and Catchment Management Committee to seek funding assistance from Ocean rescue 2000, NSW Fisheries and also the NSW Public Works under the Estuaries Management Program to undertake research of the criteria for determining the suitability for establishing a MEPA as previously outlined in this section. 3.0 WATER QUALITY A fundamental objective in ensuring that the important estuarine habitats and ecology of Brisbane Water are preserved is that any degradation of the water quality of the estuary is averted. The Brisbane Water Environmental Study (Cheng 1994) which carried out a 12 month water quality monitoring analysis of the waterway has concluded that ecologically, Brisbane Water is in a reasonable state at present. However, because the system is naturally sensitive to pollution pressure this picture could change rapidly if the levels of pollution inputs and disturbances generated by catchment activities continue to rise. Active management is needed to ensure the long term ecological well being of Brisbane Water is maintained. 3.1 Management Objectives MANAGEMENT OBJECTIVES PRIORITY FOR ACTION RESPONSIBILITY Water Quality a To improve and maintain the water quality of the estuary of Brisbane Water to protect its values as a recreational resource and amenity to the community.
