The Brisbane Water Plan of Management, Stage I, will affect all land and waters below mean high water mark within Brisbane Water including its tributaries. The plan will also affect all land fronting onto mean high water mark in Brisbane Water and will apply to all major forms of development on the waterway and its foreshores. The Brisbane Water Plan of Management Stage 2 will proceed to expand its area of coverage to include private and public land areas within the catchment of Brisbane Water. It is anticipated that a Total Catchment Management Committee will be appointed for the City of Gosford which will include the total catchment area of Brisbane Water. With the recent establishment of the Brisbane Water and Gosford Lagoons Catchment Management Committee, it is expected that Stage 2 of preparing a catchment wide Management Plan for Brisbane Water will be undertaken by this Committee. A Plan of Management will then be expected to be prepared as part of the overall Catchment Management process for the land areas surrounding Brisbane Water. The Brisbane Water Plan of Management is a reflection of the community concern and awareness of the possible impact that unconstrained or inappropriate development can have on this important estuarine resource and, accordingly, has a strong emphasis on protecting and enhancing the natural characteristics of the waterway. The management guidelines are aimed at facilitating development which is compatible with the existing character of Brisbane Water, within the current statutory and policy based planning framework. Planning the future of Brisbane Water is about implementing community values in regard to how the waterway's character, its usage, and future directions are identified. Whilst various community values have been identified through the representation of the committee, the success of the Brisbane Water Plan of Management still relies heavily on community input to ensure that the plan is truly representative of current values but which can also be readily understood and successfully implemented. It is on this basis that Council is placing the Brisbane Water Plan of Management on public exhibition and inviting public comment to: - gauge public reaction to the plan; - ensure community values are properly reflected; - ensure that the plan is in a form which does not conflict with relevant state authorities and their procedures; - enable completion and adoption of the Plan of Management; and - assist Council in determining appropriate further action to finalise the plan and commence the implementation of the plan. 1.2 Estuary Management Policy The Brisbane Water Plan of Management has been developed having regard to the principles set out in the NSW Government's Estuary Management Policy and Estuary Management Manual. The New South Wales Government has recognised the ecological, social and economic importance of the state's estuaries and is concerned about the long term consequences of their accelerating degradation. In response to this concern, an Estuary Management Policy has been developed. This policy, which forms part of a suite of catchment management policies, provides for the assessment of all estuarine uses, the resolution of conflicts, and the production of a unified and sustainable management plan for each estuary, including remedial works and the redirection of activities, where appropriate. The general goal of the Government's Estuary Management Policy is to achieve an integrated, balanced, responsible and ecologically sustainable use of the State's estuaries, which form a key component of coastal catchments. Specific objectives of the policy are: - protection of estuarine habitats and ecosystems in the long-term, including maintenance in each estuary of the necessary hydraulic regime. - preparation and implementation of a balanced long-term management plan for the sustainable use of each estuary and its catchment, in which all values and uses are considered, and which defines management strategies for: . conservation of aquatic and other wildlife habitats; . conservation of the aesthetic values of estuaries and wetlands; . prevention of further estuary degradation; . repair of damage to the estuarine environment; and . sustainable use of estuarine resources, including commercial uses and recreational uses as appropriate. Having regard to the Estuary Management Policy and Manual, Council has prepared a Plan of Management for Brisbane Water. 1.3 Purpose The plan provides detailed management guidelines for development within the Brisbane Water estuary. The need for this arose out of strong community concern to preserve the unique character of Brisbane Water whilst enabling people to enjoy its use. The <strong>Brisbane</strong> <strong>Water</strong> <strong>Plan</strong> <strong>of</strong> <strong>Management</strong>, Stage I, will affect all land and waters below<br />
