Thank you for your interest in Ohio Department of Transportation - District 4’s 2013 Construction
Program. This publication is intended to provide a general overview of projects that currently are
under construction and those scheduled to be awarded or begin construction in 2013.
The 2013 Construction Program is divided into six sections, one representing each county in District
4. Award dates, expected completion dates, project descriptions, project locations, cost and
maintenance of traffic are listed. Total costs include preliminary engineering, right-of-way and
construction. County maps have also been included for your reference.
Please keep this book on hand throughout the upcoming construction season. Information regarding
construction projects is continually changing; therefore, if you have any questions or require
additional information, please do not hesitate to contact us. Also, District 4 is now on Facebook!

OVERVIEW 2

2013 DISTRICT 4 CONSTRUCTION PROGRAM
In 2012 the District 4 Public Information Office began using Closure
Notification Brochures which are used to identify construction projects
that have large maintenance of traffic impacts or that affect numerous
businesses.
The Closure Notification Brochures explain the construction project, the
maintenance of traffic, the amount of time motorists and businesses will
be impacted and include a detailed detour maps for the area.
If a project is deemed to have a Closure Notification Brochure created,
these documents are handed out to local officials and businesses. A
representative from the District 4 Public Information Office will
distribute the brochures door to door to businesses within or near the
construction project.
Projects marked with an asterisk (*) in this book are projects that the
Public Information Office will include Closure Notification Brochures
for during the 2013 construction season.
Also in 2012, District 4 began placing signs along construction projects
that provided a contact information number if motorists had questions
regarding a construction project or a closure associated with the project.
The orange signs would let motorists know that a roadway would be
closed for a certain number of days and provided a phone number to the
Public Information Office if they had any questions.

PROJECT DESCRIPTION: Re-decking and various bridge repairs to West Ave.
over West 30 th St. and West Ave. over the Conrail Railroad.
MAINTENANCE OF TRAFFIC: One lane of traffic will be maintained in each
direction on West Ave. at all times. W. 30 th St. will be closed for 30 days. A detour
will be posted. Access to all residences and businesses will be maintained at all
times throughout construction.
US Route 6 & State Route 534

START DATE: May 2013 COMPLETION DATE: Sept. 2013
PROJECT DESCRIPTION: Resurfacing of two sections of SR 534 from US 6 to
Barrett Rd and from US 20 to the southern Geneva-on-the-Lake corporation limit.
In addition, resurfacing on US 6 between Hyde Rd. and SR 534. This project also
includes various bridge repairs.
MAINTENANCE OF TRAFFIC: Traffic will be maintained by flaggers during
construction.
Interstate 90
City of Conneaut; Kingsville Township

CONSTRUCTION COST: $41.6 million TOTAL COST: $44.6 million
START DATE: April 2011 COMPLETION DATE: Sept. 2013
PROJECT DESCRIPTION: Pavement replacement from directly east of the
Conneaut River bridge to the Pennsylvania State line. The project also includes
bridge rehabilitations to six bridges on I-90 and six overhead bridges. Work that
was completed in 2012 included the installation of intermediate pavement in the
westbound direction, intersection improvements at SR 7 and the replacement and
re-decking of three bridges on I-90. Work to be performed in 2013 includes the
replacement of eastbound pavement, surface course of asphalt on both eastbound
and westbound I-90 and the replacement and re-decking of three bridges on I-90.
MAINTENANCE OF TRAFFIC: Two lanes of traffic will be maintained in each
direction of I-90 during construction during peak traffic hours. Traffic will be
maintained via flaggers on SR 7 over I-90. South Ridge Rd. and Furnace Rd. will
be closed for 90 days. All detours will be posted. Access to all residences and
businesses will be maintained at all times throughout construction.
State Route 534

CONSTRUCTION COST: $68 million TOTAL COST: $70.6 million
START DATE: February 2013 COMPLETION DATE: Nov. 2016
PROJECT DESCRIPTION: Pavement replacement on I-90 from just east of Clay
St. to the Penn Central Railroad. This project also includes modifications to the SR
11 and I-90 interchange. As well as bridge rehabilitations to two bridges on I-90
and five overhead bridges.
MAINTENANCE OF TRAFFIC: Two lanes of traffic will be maintained in each
direction of I-90 during peak hours. One lane of traffic will be maintained in each
direction of I-90 over SR 11. State Rd. will be closed for 210 days beginning in the
spring. A detour will be posted. Access to all businesses and residences will be
maintained at all times throughout construction.

PROJECT DESCRIPTION: Replacement of a bridge on SR 193 over Mill Creek
between Allen-Comp Rd. and SR 307.
MAINTENANCE OF TRAFFIC: SR 193 will be closed for 45 days. A detour will
be posted. At all other times, a minimum of one lane of traffic will be maintained.
Access to all residences and businesses will be maintained at all times throughout
construction.

PROJECT DESCRIPTION: Resurfacing of SR 193 from Sheffield-Monroe Rd. to
just south of I-90. This project also includes minor bridge repairs and the
replacement of the SR 193 bridge over the Ashtabula River.
MAINTENANCE OF TRAFFIC: SR 193 will be closed for a period of 30 days. At
all other times a minimum of one lane of traffic will be maintained. A detour will
be posted. Access to all residences and businesses will be maintained at all times
throughout construction.

be posted. At all other times, a minimum of one lane of traffic will be maintained.
Access to all residences and businesses will be maintained at all times throughout
construction.

PROJECT DESCRIPTION: Slope erosion repairs on the north side of SR 531
between Myers Rd. and Nineveh Rd. This project also includes resurfacing and
drainage improvements.
MAINTENANCE OF TRAFFIC: SR 531 will be closed for a period of 120 days.
A detour will be posted. At all other times, a minimum of one lane of traffic will be
maintained. Access to all residences and businesses will be maintained at all times
throughout construction.
US Route 322

PROJECT DESCRIPTION: Resurfacing of US 322 between the Orwell eastern
corporation limit and SR 193. This project also includes various bridge work to
three structures over Rock Creek, Mosquito Creek and over SR 11.
MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be
maintained with flaggers during construction.

Rd. and Cook Rd. and on SR 46 between Western Reserve Rd. and Dublin Rd.
MAINTENANCE OF TRAFFIC: SR 46 will be closed for14 days between Lesher
Rd. and Cook Rd. and SR 46 will be closed for 75 days between Western Reserve
Rd. and Dublin Rd. These closures will not occur at the same time. All detours will
be posted. At all other times, a minimum of one lane of traffic will be maintained.
Access to all residences and businesses will be maintained at all times throughout
construction.
State Route 164, 165 & 14T
City of Columbiana; Beaver, Goshen & Green townships

CONSTRUCTION COST: $2.7 million TOTAL COST: $2.8 million

PROJECT DESCRIPTION: Resurfacing of three routes: SR 165 between SR 14
and SR 46, SR 164 between the Mahoning County line to SR 7 and SR 14T from
SR 14 to the Mahoning County line. This project also includes various bridge
repairs on all three routes.
MAINTENANCE OF TRAFFIC: SR 165 will have two separate 30 day closures
for bridge repairs. At all other times a minimum of one lane of traffic will be
maintained. All detours will be posted. Access to all residences and businesses will
be maintained at all times throughout construction.
State Route 165
Beaver Township

CONSTRUCTION COST: $2.3 million TOTAL COST: $3 million
EXPECTED COMPLETION DATE: September 30, 2013
PROJECT DESCRIPTION: Replacement of the bridge on SR 165 over Mill Creek
between Basinger Rd. and Blosser Rd. This project also includes re-decking of the
SR 165 bridge over SR 11. Work completed in 2012 included the completion of
the re-decking of SR 165 over SR 11. Work to be completed in 2013 will include
the bridge painting of SR 165 over SR 11 and the replacement of SR 165 over Mill
Creek.
MAINTENANCE OF TRAFFIC: SR 165 over Mill Creek will be closed for 90
days and SR 11 under SR 165 will have various daily restrictions. A detour will be
posted. Access to all residences and businesses will be maintained throughout
construction.
State Route 534

PROJECT DESCRIPTION: Bridge replacement of two structures at the
intersection of US 422 and SR 616 over Dry Run Creek. This project also includes
signal upgrade and geometric improvements to the intersection.
MAINTENANCE OF TRAFFIC: US 422 and SR 616 will each be closed for a 90
day period. These closures will not occur at the same time. All detours will be
posted. Access to all residences and businesses will be maintained throughout
construction.
Interstate 680
City of Youngstown

CONSTRUCTION COST: $12.6 million TOTAL COST: $14.1 million
START DATE: April 2011 COMPLETION DATE: July 2013
PROJECT DESCRIPTION: Rehabilitation to seven bridges including the Silliman
St. entrance ramp to I-680 southbound, I-680 over Price Rd. and Mill Creek,
Woodland Ave. over I-680, I-680 over US 62/SR 7, I-680 over Delason Ave.,
I-680 over the railroad and Williamson Ave. over I-680. Work completed in 2012
included the completion of the I-680 bridges over US 62 / SR 7, Delason Ave. and
Youngstown and Southeastern railroad as well the completion of resurfacing on I-
680. Work to be completed in 2013 will include various bridge painting and bridge
deck sealing.
MAINTENANCE OF TRAFFIC: I-680 will have occasional lane restrictions
during non-peak traffic times.

lane at SR 46 and the South Range school complex between Cook Rd. and W
Middletown Rd. The project also includes the installation of a pedestrian tunnel
under SR 46.
MAINTENANCE OF TRAFFIC: SR 46 will be closed for 14 days in late July. A
detour will be posted. At all other times, a minimum of one lane of traffic will be
maintained. Access to all residences and businesses will be maintained at all times
throughout construction.
US Route 62 & State Route 170

PROJECT DESCRIPTION: Re-decking of US 422 over US 62/SR7. This project
also includes slope repairs on US 62 at the intersection of SR 7 and also includes
sign replacements.
MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be
maintained in each direction. Various ramp closures will occur during
construction. All detours will be posted. Access to all residences and businesses
will be maintained at all times throughout construction.

Reserve Rd.) bridge over I-680. This project also includes intersection
improvements with an additional turning lane added to the I-680 northbound
entrance ramp from SR 164 (Western Reserve Rd).
MAINTENANCE OF TRAFFIC: Access will be maintained from I-680 to and
from SR 164 (Western Reserve Rd.).
US Route 224

PROJECT DESCRIPTION: Replacement and widening of two bridges on US 224
over I-680 and over Yellow Creek just east of I-680. This project also includes the
realigning of the I-680 southbound exit ramp to US 224 and the addition of a
signalized intersection. In addition the realignment of the entrance ramp from US
224 to I-680 north will also occur.
MAINTENANCE OF TRAFFIC: One lane of traffic will be maintained in each
direction on US 224 throughout construction. Occasional ramp closures at the
I-680 and US 224 interchange may occur. All detours will be posted. Access to all
residences and businesses will be maintained at all times throughout construction.

PROJECT DESCRIPTION: Resurfacing of US 224 from the Mahoning County
line to just west of SR 534 and SR 534 from US 224 to the Trumbull County line.
This project also includes concrete overlays of seven structures. As well as
resurfacing on US 224 and SR 534 in Portage and Trumbull counties

Crain Avenue

CONSTRUCTION COST: $13.7 million TOTAL COST: $17.3 million
START DATE: September 2009 COMPLETION DATE: Fall 2012
PROJECT DESCRIPTION: Improvements to the intersections of SR 43 and Crain
Ave.; SR 43 and Fairchild Ave.; and Crain Ave., N. Water St. and Lake St. This
will include the replacement and relocation of the Crain Ave. bridge over the
railroad. The new bridge location will align the western end of the bridge with the
intersection of Fairchild Ave. and SR 43. The eastern end of the bridge will
intersect in a T alignment with N. Water St. In 2012, the old Crain Ave. bridge was
removed and the new pedestrian bridge was constructed. In 2013, painting and
sealing of bridges will be completed and the final course of pavement will be
placed.
MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be
maintained on SR 43 and Lake St. throughout construction.

PROJECT DESCRIPTION: Resurfacing of SR 14 from the I-480 exit ramp to the
eastern portion of the SR 303/SR 14 split. Project also includes minor bridge
repairs.
MAINTENANCE OF TRAFFIC: A minimum of one lane of traffic will be

NW to Tod Ave. NW. Work completed in 2012 included the replacement and
widening of the westbound side of the bridge. Work to be completed in 2013
includes the replacement and widening of the eastbound side of the bridge along
with various drainage improvements.
