Thank you for your interest in <strong>Ohio</strong> <strong>Department</strong> <strong>of</strong> <strong>Transportation</strong> - District 4’s <strong>2013</strong> Construction<br />
Program. This publication is intended to provide a general overview <strong>of</strong> projects that currently are<br />
under construction and those scheduled to be awarded or begin construction in <strong>2013</strong>.<br />
The <strong>2013</strong> Construction Program is divided into six sections, one representing each county in District<br />
4. Award dates, expected completion dates, project descriptions, project locations, cost and<br />
maintenance <strong>of</strong> traffic are listed. Total costs include preliminary engineering, right-<strong>of</strong>-way and<br />
construction. County maps have also been included for your reference.<br />
Please keep this book on hand throughout the upcoming construction season. Information regarding<br />
construction projects is continually changing; therefore, if you have any questions or require<br />

OVERVIEW 2
<strong>2013</strong> DISTRICT 4 CONSTRUCTION PROGRAM<br />
In 2012 the District 4 Public Information Office began using Closure<br />
Notification Brochures which are used to identify construction projects<br />
that have large maintenance <strong>of</strong> traffic impacts or that affect numerous<br />
businesses.<br />
The Closure Notification Brochures explain the construction project, the<br />
maintenance <strong>of</strong> traffic, the amount <strong>of</strong> time motorists and businesses will<br />
be impacted and include a detailed detour maps for the area.<br />
If a project is deemed to have a Closure Notification Brochure created,<br />
these documents are handed out to local <strong>of</strong>ficials and businesses. A<br />
representative from the District 4 Public Information Office will<br />
distribute the brochures door to door to businesses within or near the<br />
construction project.<br />
Projects marked with an asterisk (*) in this book are projects that the<br />
Public Information Office will include Closure Notification Brochures<br />
for during the <strong>2013</strong> construction season.<br />
Also in 2012, District 4 began placing signs along construction projects<br />
that provided a contact information number if motorists had questions<br />
regarding a construction project or a closure associated with the project.<br />
The orange signs would let motorists know that a roadway would be<br />
closed for a certain number <strong>of</strong> days and provided a phone number to the<br />
Public Information Office if they had any questions.<br />

direction on West Ave. at all times. W. 30 th St. will be closed for 30 days. A detour<br />

US Route 6 & State Route 534<br />

START DATE: May <strong>2013</strong> COMPLETION DATE: Sept. <strong>2013</strong><br />
PROJECT DESCRIPTION: Resurfacing <strong>of</strong> two sections <strong>of</strong> SR 534 from US 6 to<br />
Barrett Rd and from US 20 to the southern Geneva-on-the-Lake corporation limit.<br />
In addition, resurfacing on US 6 between Hyde Rd. and SR 534. This project also<br />
includes various bridge repairs.<br />
MAINTENANCE OF TRAFFIC: Traffic will be maintained by flaggers during<br />
construction.<br />
Interstate 90<br />
City <strong>of</strong> Conneaut; Kingsville Township<br />
PID: 25869 PROJECT: 10-1078<br />
CONSTRUCTION COST: $41.6 million TOTAL COST: $44.6 million<br />
START DATE: April 2011 COMPLETION DATE: Sept. <strong>2013</strong><br />
PROJECT DESCRIPTION: Pavement replacement from directly east <strong>of</strong> the<br />
Conneaut River bridge to the Pennsylvania State line. The project also includes<br />
bridge rehabilitations to six bridges on I-90 and six overhead bridges. Work that<br />
was completed in 2012 included the installation <strong>of</strong> intermediate pavement in the<br />
westbound direction, intersection improvements at SR 7 and the replacement and<br />
re-decking <strong>of</strong> three bridges on I-90. Work to be performed in <strong>2013</strong> includes the<br />
replacement <strong>of</strong> eastbound pavement, surface course <strong>of</strong> asphalt on both eastbound<br />
and westbound I-90 and the replacement and re-decking <strong>of</strong> three bridges on I-90.<br />
MAINTENANCE OF TRAFFIC: Two lanes <strong>of</strong> traffic will be maintained in each<br />
direction <strong>of</strong> I-90 during construction during peak traffic hours. Traffic will be<br />
maintained via flaggers on SR 7 over I-90. South Ridge Rd. and Furnace Rd. will<br />
be closed for 90 days. All detours will be posted. Access to all residences and<br />
businesses will be maintained at all times throughout construction.<br />
State Route 534<br />

PROJECT DESCRIPTION: Pavement replacement on I-90 from just east <strong>of</strong> Clay<br />
St. to the Penn Central Railroad. This project also includes modifications to the SR<br />
11 and I-90 interchange. As well as bridge rehabilitations to two bridges on I-90<br />
and five overhead bridges.<br />
MAINTENANCE OF TRAFFIC: Two lanes <strong>of</strong> traffic will be maintained in each<br />
direction <strong>of</strong> I-90 during peak hours. One lane <strong>of</strong> traffic will be maintained in each<br />
direction <strong>of</strong> I-90 over SR 11. State Rd. will be closed for 210 days beginning in the<br />
spring. A detour will be posted. Access to all businesses and residences will be<br />
maintained at all times throughout construction.<br />

replacement <strong>of</strong> the SR 193 bridge over the Ashtabula River.<br />
MAINTENANCE OF TRAFFIC: SR 193 will be closed for a period <strong>of</strong> 30 days. At<br />
all other times a minimum <strong>of</strong> one lane <strong>of</strong> traffic will be maintained. A detour will<br />

PROJECT DESCRIPTION: Resurfacing <strong>of</strong> three routes: SR 165 between SR 14<br />
and SR 46, SR 164 between the Mahoning County line to SR 7 and SR 14T from<br />
SR 14 to the Mahoning County line. This project also includes various bridge<br />
repairs on all three routes.<br />
MAINTENANCE OF TRAFFIC: SR 165 will have two separate 30 day closures<br />
for bridge repairs. At all other times a minimum <strong>of</strong> one lane <strong>of</strong> traffic will be<br />
maintained. All detours will be posted. Access to all residences and businesses will<br />
be maintained at all times throughout construction.<br />

PROJECT DESCRIPTION: Replacement <strong>of</strong> the bridge on SR 165 over Mill Creek<br />
between Basinger Rd. and Blosser Rd. This project also includes re-decking <strong>of</strong> the<br />
SR 165 bridge over SR 11. Work completed in 2012 included the completion <strong>of</strong><br />
the re-decking <strong>of</strong> SR 165 over SR 11. Work to be completed in <strong>2013</strong> will include<br />
the bridge painting <strong>of</strong> SR 165 over SR 11 and the replacement <strong>of</strong> SR 165 over Mill<br />
Creek.<br />
MAINTENANCE OF TRAFFIC: SR 165 over Mill Creek will be closed for 90<br />
days and SR 11 under SR 165 will have various daily restrictions. A detour will be<br />
posted. Access to all residences and businesses will be maintained throughout<br />
construction.<br />

PROJECT DESCRIPTION: Bridge replacement <strong>of</strong> two structures at the<br />
intersection <strong>of</strong> US 422 and SR 616 over Dry Run Creek. This project also includes<br />
signal upgrade and geometric improvements to the intersection.<br />
MAINTENANCE OF TRAFFIC: US 422 and SR 616 will each be closed for a 90<br />
day period. These closures will not occur at the same time. All detours will be<br />
posted. Access to all residences and businesses will be maintained throughout<br />
construction.<br />
Interstate 680<br />

CONSTRUCTION COST: $12.6 million TOTAL COST: $14.1 million<br />
START DATE: April 2011 COMPLETION DATE: July <strong>2013</strong><br />
PROJECT DESCRIPTION: Rehabilitation to seven bridges including the Silliman<br />
St. entrance ramp to I-680 southbound, I-680 over Price Rd. and Mill Creek,<br />
Woodland Ave. over I-680, I-680 over US 62/SR 7, I-680 over Delason Ave.,<br />
I-680 over the railroad and Williamson Ave. over I-680. Work completed in 2012<br />
included the completion <strong>of</strong> the I-680 bridges over US 62 / SR 7, Delason Ave. and<br />
Youngstown and Southeastern railroad as well the completion <strong>of</strong> resurfacing on I-<br />
680. Work to be completed in <strong>2013</strong> will include various bridge painting and bridge<br />
deck sealing.<br />
MAINTENANCE OF TRAFFIC: I-680 will have occasional lane restrictions<br />
during non-peak traffic times.<br />

PROJECT DESCRIPTION: Intersection improvements with an additional turning<br />
lane at SR 46 and the South Range school complex between Cook Rd. and W<br />
Middletown Rd. The project also includes the installation <strong>of</strong> a pedestrian tunnel<br />
under SR 46.<br />

PROJECT DESCRIPTION: Resurfacing on SR 534 from just north <strong>of</strong> SR 87 to<br />
approximately one mile south <strong>of</strong> the Ashtabula County line. Project also includes<br />
widening <strong>of</strong> the shoulders approximately eight feet to accommodate horse drawn<br />
vehicles and the widening <strong>of</strong> the SR 534 bridge over Garden Creek between SR 87<br />
and Wilcox Rd. and <strong>of</strong> the bridge on SR 534 over Grapevine Creek between<br />
Wilcox Rd. and Donley Rd.<br />
MAINTENANCE OF TRAFFIC: SR 534 will be closed for a period <strong>of</strong> 120 days.<br />
A detour will be posted. Access to all residences and businesses will be maintained<br />
at all times throughout construction.<br />

CONSTRUCTION COST: $4.6 million TOTAL COST: $5.2 million<br />
EXPECTED COMPLETION DATE: October 31, <strong>2013</strong><br />
PROJECT DESCRIPTION: The replacement and widening <strong>of</strong> the bridge on US<br />
422 over the Mahoning River approximately one mile east <strong>of</strong> SR 5/82. Project also<br />
includes widening and intersection improvements to US 422 from N. Leavitt Rd.<br />
NW to Tod Ave. NW. Work completed in 2012 included the replacement and<br />
widening <strong>of</strong> the westbound side <strong>of</strong> the bridge. Work to be completed in <strong>2013</strong><br />
includes the replacement and widening <strong>of</strong> the eastbound side <strong>of</strong> the bridge along<br />
with various drainage improvements.<br />
MAINTENANCE OF TRAFFIC: US 422 will be reduced to one lane in each<br />
direction during construction. US 422 will also close for one night. A detour will<br />
be posted. Access to all residences and businesses will be maintained at all times<br />
throughout construction.<br />
