Dear Ms. <strong>Bartel</strong>:<br />
This letter is a follow-up to the Department’s findings regarding the 90 day inspection<br />
conducted at your home on 10/28/2009. The purpose of this inspection was to<br />
determine compliance with applicable licensing statutes and administrative rules for<br />
Family and Group Child Care Homes.<br />
A. Description of Facility<br />
The facility is located in a single family home between 7 Mile and Northville Road in the<br />
city of Northville. The approved child use space is as follows:<br />
• Living room which provides approximately 143 square feet;<br />
• Family Room which provides approximately 210 square feet;<br />
• Dining Room which provides approximately 165 square feet;<br />
• Office which provides approximately 49 square feet.<br />
All of these rooms are located on the main level. There are two remotely located exits<br />
from this level. In addition, an upper level bedroom will be utilized. It provides<br />
approximately 96 square feet of child use space. The child use space is more than<br />
adequate for the requested capacity of 6 children, based on 35 square feet per child.<br />
There is a bathroom on the main level designated for childcare use. The registrant is<br />
aware that prior approval from the Department is required to provide care on any other<br />
floor level of the home.<br />
At the time of the inspection, developmental appropriate, varied equipment was<br />
accessible for use. The children will nap on age appropriate sleep equipment in the<br />
living room and office on the main level and as appropriate in the extra bedroom on the<br />
upper level.<br />

The home is equipped with approved fire extinguishers. Smoke detectors and carbon<br />
monoxide detectors have been placed in required areas.<br />
The hours of operation are Monday through Friday from 7 AM to 4:30 PM. Child care<br />
will be provided for children ages birth and older. Ms. <strong>Bartel</strong> has current CPR and first<br />
aid certification.<br />
There is a fenced backyard. However, there is stream which runs along the rear of the<br />
home adjacent to the backyard fence. The fence is not at least 4 feet high. Therefore,<br />
this area cannot be used. The home has an outdoor play area that runs along the side<br />
of the home. This area is fenced off from the backyard and is adequate for outdoor<br />
play.<br />
The registrant reports that there are no guns in the home. The family has a pet cat and<br />
a pet rabbit. The registrant understands that any contact with these animals must be<br />
supervised, that pets shall not be allowed in food preparation or eating areas and that<br />
litter boxes, pet food, dishes and toys shall be inaccessible to children in care.<br />
B. Rule/Statutory Violations<br />
The violations that were found are:<br />

Caregiver Responsibilities.<br />
(1) A caregiver shall be responsible for all of the following<br />
provisions:<br />
(f) Have a written and signed agreement with a responsible<br />
person who is 18 years of age or older to provide care and<br />
supervision for children during an emergency situation.<br />
On October 28, 2009, the caregiver did not have a written agreement with a<br />
responsible person who is 18 years of age or older.<br />

Home maintenance and safety.<br />
(2) All dangerous and hazardous materials or items shall be<br />
stored securely and out of the reach of children.<br />
On October 28, 2009, hazardous materials were not securely out of the reach of<br />
children.<br />

Smoke detectors; fire extinguishers.<br />
(3) A home shall have at least 1 functioning multipurpose fire<br />
extinguisher, with a rating of 2A-10BC or larger, properly<br />
mounted not higher than 5 feet from the floor to the top of the<br />

fire extinguisher, on each floor level approved for child use.<br />
On October 28, 2009, the home’s fire extinguishers were not mounted.<br />
Violations were identified at the time of the inspection.<br />

be made in the specified time, it may be necessary to re-evaluate the status of your<br />
certificate of registration. The Department provides technical assistance to meet the<br />
licensing requirements and consultation to improve services.<br />
