REVIEW OF PROGRAM EFFECTIVENESS<br />
NISGA'A FISHERIES<br />
The Nisga'a <strong>Fisheries</strong> program and reporting of catch information<br />
for Sec.35 fisheries was quite well run as it has been in the past.<br />
Figures were submitted to D.F.O. on a weekly basis and always up to<br />
date.<br />
Any requests by this office for information were responded to in a<br />
timely manner.<br />
This program conducted by the Nisga'a and LGL requires no<br />
improvement at the present time and continues to be a model for<br />
others to follow.<br />
TSIMSHIAN FISHERIES<br />
SEC. 35 catch information for the most part was recieved on a<br />
weekly basis as per the agreement but somewhat incomplete.<br />
Generally most Tsimshian Bands reported to the Tribal Council with<br />
the exception of Kitselas and Kitsumkalum who reported directly to<br />
DFO. Information recieved from the Tribal Council in some cases<br />
represented only a part of the catch, not summarized, and in the<br />
form of raw data. This is the third year the Tribal Council has<br />
undertaken this project and clearly did their best job in the first<br />
year. The quality of reporting has somewhat deteriorated since.<br />
It was suggested again last year that they appoint a co-ordinator<br />
to compile, this information, but this did not occur for 95 or 96.<br />
Technicians at the TTC tried to compile information but in some<br />
cases recieved little or no information on a timley basis. They<br />
admitted that there is a need to improve this program and are<br />
hopefull of <strong>ass</strong>igning a technician for the 97 season. The TTC has<br />
made a commitment to <strong>ass</strong>ign the co-ordinator of catch reporting for<br />
the 1997 season.<br />
ESSR - information was recieved as required. The TTC and DFO<br />
cotinues to have a good working relationship and a regular exchange<br />
of information ensuring the Dept. is kept up to date of the<br />
operations concerning this fishery.<br />

GWWA<br />
Sec 35 - Catch information for the most part was recieved on a<br />
regular basis as required and on request. The GWWA has a technician<br />
<strong>ass</strong>igned to the co-ordination and compiling of catch data. This is<br />
working well and continues to improve.<br />
ESSR. This efficency of this fishery is improving each year with<br />
gains in gear development. It is important to recieve accurate<br />
catch information on a daily basis to determine total catch to date<br />
as this fishery has a quota allocation. At times it was difficult<br />
to contact someone to obtain this information and sometimes this<br />
office recieved conflicting reports. This requires improvment and<br />
a system of reporting catch deliveries on a daily basis. Good<br />
communication is paramount in this fishery. This should be an easy<br />
task as this office maintains a good working relationship with this<br />
group.<br />
NED'U'TEN<br />
Sec 35 - This office has only received an estimated Sockeye catch<br />
for the Babine area. No information on effort or other species has<br />
been forwarded by the Ned'U'ten. This problem was apparent for the<br />
last 2 years and persists again this year. Technical staff have<br />
<strong>ass</strong>ured this would not be the case in 1995. There has been some<br />
improvement over previous years but there is still room for more.<br />
Catch reporting could be more complete.<br />
ESSR. - Haj) information regarding the Babine fence fishery was<br />
received regularly by the DFO Babine facility and forwarded to this<br />
office.<br />
It was fortunate that the harvest occurred at the Babine Fence<br />
facility and information was reported to DFO mgmt Biology staff and<br />
forwarded to this office.<br />
Information regarding the Fulton and Pinkut harvest was recieved<br />
when required.<br />
SEC 35<br />
TAKLA LAKE BAND<br />

This band appears to be in the grey zone between the North Coast<br />
and Fraser River divisions. A Sec 35 licence was issued by the<br />
North Coast Division. This band coducts some of it's food fishing<br />
effort within the <strong>Skeena</strong> drainage (Bear/Sustut). Information for<br />
1997 was recieved on a timley basis.<br />
SEC 35<br />
YECHOOCHE<br />
Members from this Band conduct food fishing activities at the<br />
Eastern end of Babine Lake in the vicinity of the Sutherland River.<br />
Catch information was recieved following the food fishery. catches<br />
have increased in over recent years likley a result of road access<br />

Villages are located on the N<strong>ass</strong> River at the following locations<br />
Kincolith,Greenville,Canyon City and Aiyansh.<br />
Fishing is conducted from the mouth of the N<strong>ass</strong> River upstream for<br />
Section 35 fish and for 1996 ESSR fishing was permitted in the N<strong>ass</strong><br />
River above the suspension bridge at Canyon City upstream to a<br />
point 3 kilometers above the confluence of the Seaskinnish River.<br />
Section 35 fishing in the tidal areas utilizes commercial Gillnets.<br />
From Greenville upstream fish are harvested by Set net, and to a<br />
small degree Dipnet.<br />
There was no surplus fishery for sokeye during 1996<br />

Section 35 Fishing is conducted in the vicinity of all villages in<br />
tidal approach waters, and the <strong>Skeena</strong> River up to Lorne Creek.<br />
ESSR Fishing was limited by licence to selective gear and permitted<br />
in the mainstream <strong>Skeena</strong> from the Commercial Boundary at Mowich<br />

Point upstream to Lorne Creek.<br />
Harvest means this year included Fish Wheels at Kitselas Canyon and<br />
three Beach Seine operation in the vicinity of the Kasiks River.<br />
Fishing took place on the <strong>Skeena</strong> at the following Locations:<br />
Vicinity of the Kasiks Rivert Kistselas Canyon t and approx 1 mile<br />
above.<br />

of Kitwanga and Moricetown located on the Bulkley River.<br />
Section 35 Fishing is conducted in the <strong>Skeena</strong> River upstream from<br />
Lorne Creek t The Babine River to Kitsegas t and the Bulkley River.<br />
The Gitanyow also conduct fishing on the Upper N<strong>ass</strong> River from<br />
Ginskook up and at Meziadin.<br />
The Bulk of the Section 35 Harvest is taken by Setnet in the<br />
<strong>Skeena</strong>tBulkleYtand Babine Rivers. In the Moricetown Canyon area the<br />
preferred method is by Gaff t but there is an increasing use of<br />
Dipnets.Some fish was taken by Beach Seine during selective gear<br />
development and from ESSR catches that did not meet number 1 grade.<br />

NED'U'TEN - Nat'oot'en First Nation represents the Lake Babine<br />
Band.<br />
Villages are located at Fort Babine, Tachek (Topley) ,Old Fort,and<br />
Burns Lake.<br />
Section 35 Fishing utilizes set nets along the shores of Nilkitkwa<br />
Lake. There is some minor net effort in Babine Lake proper. Sockeye<br />
are also harvested at the DFO fence facility by dip net to supply<br />
fish for band elders. This elders fishery did not occur in 1995.<br />
ESSR fish are harvested by dip net at the Babine Fence and by beach<br />
seine near the mouth of the Fulton River.<br />
GITANYOW - Associated with the Gitksan Wet'suwet'en when<br />
dealing with the <strong>Skeena</strong> <strong>Fisheries</strong> Commission the Gitanyow are<br />
basically independant of other tribal groups claiming the N<strong>ass</strong><br />
Valley above Ginskook.<br />
Gitanyow people reside at the village of Kitwancool located on<br />
Highway 37 North of Kitwanga. Sec. 35 fishing is conducted on the<br />
N<strong>ass</strong> River from Ginskook to Meziadin by gillnet and dip net.Some<br />
gillnet fishing takes place on the <strong>Skeena</strong> river in the vicinity of<br />
Kitwanga.<br />
There was no ESSR Sockeye opportunity on the N<strong>ass</strong> river system for<br />
the 1996 season.<br />
TAKLA LAKE BAND - This band belongs to the Carrier Sekani<br />
Nation and is represented by that tribal Council.<br />
The village is located at Takla Lake. Members travel into the<br />
<strong>Skeena</strong> Watershed to conduct food fishing on a seasonal basis.<br />
Fishing takes place on the Bear River and Lake and the Sustut<br />
River. The main method of harvest is gillnet but gaffs are also<br />
utilized on the Sustut.<br />
YECHOOCHE - This band belongs to the Carrier Sekani Nation and<br />
is represented by that Tribal Council. Band members travel to<br />
Babine lake on a seasonal basis to conduct food fishing<br />
activities in the vicinity of the Sutherland River. The method<br />
of harvest is by gillnet. Harvests of sec 35 Sockeye have<br />
recently increased to approx 2000 pieces this is likley a<br />
result of road access into this area in recent years.<br />

ESSR SELECTIVE GEAR UTILIZATION 1996.<br />

Beach seining was carried out a four sites in the <strong>Skeena</strong> in the vicinity of the Kasiks river.<br />
Operations were carried out by the TTC, Kitsumkalurn Band, Lax,K walaams and Metlakatla.<br />
Beach seines avenging 470 feet in length and having a depth of 17 - 23 feet were utilized. The<br />
nets were constructed from 112 inch mono web. were harvested using this method. The catches<br />
were far short of expectations and blamed on high water levels. Effectiveness of this harvest<br />
method is dependant on fish abundance in river.<br />
As in previous years the Kitselas Band employed fish wheels Kitselas Canyon as a means of<br />
selective harvest. Two wheels were in operation this year after promising results in 1995. This<br />
years operations resulted in catchd well below expectations. Approx 400 Sockeye were<br />
harvested for the ESSR fishery utilizing this gear. Poor results were blamed on high water<br />
levels ..<br />
Gitskan Wet'suwet'en - As in previous years the main selective harvest method in the GWW A<br />
fishery was beach seine. Light weight seine nets are utilized and set from small skiffs. The<br />
<strong>Skeena</strong> river appears quite suitable in this area for beach seining as catch rates and numbers<br />
improve each year as new sites are located and operators gain experience. Sn. catches this year<br />
reached 130,000 pieces.<br />
Dipnet harvesting continued in the Babine River at Gisgag<strong>ass</strong> harvesting 29,000 pieces of<br />
sockeye. This area is well suited for this method of capture but is quite labour intensive,<br />
particularly in the movement of fish to transport.<br />
A fishwheel was in place at the Shedin site. The wheel operation proved a success and<br />
expectations are high for the coming year. The wheel harvested about 10,000 sockeye.<br />
The bulk of the sec. 35 harvest in the Babine continues to be of selective means.<br />
All surplus Pink harvesting in the GWW A territory was undertaken at Moricetown on the<br />
Bulkley River.<br />
Ned'u'ten - Dipnetting at the Babine fence harvested 40,000 sockeye in 7 days .. Given this site<br />
and facility within their territory this group is almost certain to harvest their allocation should a<br />
surplus be allocated. This year the fishery was open for 4 days, closed for 3 then reopened.<br />
Beach seining and mini seining at the Fulton and Pinkut facilities facility this year harvested<br />

110,000, sockeye.A SWC fishery and SFC fishery harvested a further 163, 500 ESSR fish and<br />
14,500 sockeye for the CSTC.<br />

<strong>Skeena</strong> Sockeye escapements to date based on the test fishery<br />
continue to exceed desired levels for this time. Catches of<br />
Sockeye in the commercial fishery remain strong in Area 4.<br />
Run projections project a total stock in excess of 6 million<br />
based on average run timing. Escapement to date is double the<br />
desired level.<br />
S.E.P. is concerned over the size of the <strong>Skeena</strong> Sockeye run as<br />
they are expecting large surpluses to Fulton and Pinkut<br />
facilities. They are requesting that ESSR harvesting take place<br />
at these sites.<br />
<strong>Skeena</strong> ESSR allocations increased to 50,000 per tribal group<br />
July 11.<br />
High water is hampering TTC fishi~g operations in the lower<br />
<strong>Skeena</strong>. 2 Wheels are damaged and out of action as a result of<br />
being struck by debris.<br />
High water is also hampering the GWWA fishery, but to a lesser<br />

Sockeye escapements to the <strong>Skeena</strong> River past the test fishery<br />
continue to double the weekly desired levels. Catches remain<br />
strong for sockeye in the area 4 and approach waters commercial<br />
net fishery. Stock projections continue to indicate a total stock<br />
of 6 million based on average run timing. Escapements remain<br />
strong despite fishing pressure exerted by large Gillnet fleet.<br />
TTC report catches are slow and well below their expectations.<br />
This appears to be a result of continued high water levels, not a<br />
lack of fish abundance in river. Kitselas wheels remain high and<br />
dry due to high water levels in Kitselas Canyon.<br />
GWWA beach seine operations started off slow as a result of high<br />
water and effort but appear to be picking up. 2000 pieces to<br />
date.<br />
Reports of good showing of sockeye in river.<br />
Section 35 fisheries continue in all areas.<br />
A conference call took place on the 19th between DFO and the<br />
<strong>Skeena</strong> fisheries commission regarding a possible ESSR harvest at<br />
Pinkut and Fulton facilities. A meeting will be set up for next<br />
week with the Babine Lake first nation regarding this fishery.<br />
Due to a larger than expected return and weak stock management<br />
concerns it is anticipated that the sockeye surplus may be in<br />
excess of 2 million pieces. Because of the ick problem that<br />
appeared in the Babine area over the past two years it would be<br />
desirable ,to harvest excess fish in front of the spawning<br />
facilities to reduce overcrowding and stress. it is hoped that<br />
this may reduce the occurrence of widespread ick.<br />
Escapements to the N<strong>ass</strong> river continue. Based on fishwheel<br />
calculations Sockeye escapements appears to be on target.<br />

CURRENT WEEK MANAGEMENT INFORMATION<br />
Sockeye escapements based on the Tyee test fishery continue to<br />
exceed weekly and cumulative levels. Sockeye catches in the<br />
commercial net fishery remain very strong. Run projections<br />
indicate a total Sockeye stock to the <strong>Skeena</strong> at to 6.3 million<br />
based on normal run timing. Escapements are increasing rapidly<br />
and ESSR allocations are increased to 100,000 per tribal group.<br />
An ESSR license was issued to the Babine Lake First Nation to<br />
harvest effective July 26.<br />
Water levels appear to be dropping well. GWWA reports 17000<br />
sockeye to date a fishing is picking up and is expected to remain<br />
strong. TTC fishery remains slow and catches poor considering the<br />
run size.<br />
A meeting took place on July 24 at Burns Lake. In attendance was<br />
DFO, <strong>Skeena</strong> <strong>Fisheries</strong> Commission, the Babine Lake First Nation<br />
band council and elders. This meeting was to discuss the harvest<br />
of surplus sockeye in Babine Lake in the vicinity of Fulton and<br />
Pinkut facilities. This would include the harvest of up to a<br />
million surplus fish by the three tribal groups of the <strong>Skeena</strong> and<br />
a further fishery conducted by the <strong>Skeena</strong> fisheries commission<br />
for the <strong>Skeena</strong> Watershed committee.<br />
As a result of this meeting an agreement is reached to carry out<br />
a co-operative harvest.<br />
Pink escapements to the <strong>Skeena</strong> are exceeding the desired levels<br />
for this date indicating strength in the run. A surplus may exist<br />
and escapements will be monitored. A ESSR may occur in the<br />
future, although there appears to be little interest at this<br />
time.<br />
Escapements of Sockeye to the N<strong>ass</strong> do not indicate a surplus at<br />
the present time based on fishwheel calculations and commercial<br />
area 3 catches. A conservative approach will be utilized in ESSR<br />
fisheries in the N<strong>ass</strong> should one occur. Presently the area 3<br />
commercial fishery appears to be harvesting any available<br />
surplus.<br />

Sockeye escapements in the <strong>Skeena</strong> River continue to exceed<br />
desired levels and expectations. Commercial net catches continue<br />
to be strong. Total stock size may be as high as 6.5 million. The<br />
daily sockeye escapements remain strong, but due to weak stock<br />
concerns the commercial gillnet fishery will be winding down in<br />
the coming weeks as per the 1996 fishing plan.<br />
An ESSR license is issued to the <strong>Skeena</strong> Watershed Committee to<br />
harvest excess sockeye in Babine Lake. The skeena fisheries<br />
commission will harvest sockeye on behalf of the SWC. No<br />
harvesting has taken place, although sufficient numbers are<br />
available at Pinkut Creek. Expect fishing activity at this site<br />
soon.<br />
GWWA fishery remains strong with hailed catch of 85,000 to Aug 3.<br />
No ESSR surplus available to date on the N<strong>ass</strong> River. Will<br />
continue to monitor.<br />

CURRENT WEEK MANAGEMENT INFORMATION<br />
Sockeye escapements and commercial catches in approach waters<br />
remain strong. The total run size is predicted to be 6.5 million<br />
to the <strong>Skeena</strong>. Record sockeye harvests have been achieved.<br />
Escapements past the Tyee test fishery continue to exceed desired<br />
levels and have doubled these desired levels each week in the 96<br />
year to date. Commercial gillnet fishing will be reduced to<br />
protect non target steelhead and early timing Coho as per the pre<br />
season plan.<br />
The TTC ESSR fishery catches remain slow to date. approximately<br />
8000 pieces to date. Most of catch is obtained by beach Sn. as<br />
wheels are doing rather poorly this year due to high water.<br />
The GWWA ESSR catches remain strong with catches to 90,000<br />
pieces.<br />
9,000 sockeye harvested at Pinkut first day by mini seine.<br />
No Ned'u'ten harvest has taken place to date at the Babine fence.<br />
The <strong>Skeena</strong> <strong>Fisheries</strong> Commission begins to harvest at Babine Lake<br />
Pinkut Creek site. This will be a combined harvest for the<br />
Ned'u'ten, Tsimshian and SWC.<br />
Continue to monitor N<strong>ass</strong> river for possible ESSR surplus. Due to<br />
the lateness in the year the possibility of a ESSR fishery seems<br />
unlikely.<br />
Pink escap~ments to date are improving and appear to be strong.<br />
There has been a request from the Moricetown Band to conduct a<br />
small ESSR fishery. Their technicians are monitoring escapement<br />
past the fish ladders and report the escapement to be nearing<br />
80,000. May consider a fishing opportunity for next week.<br />
CURRENT WEEK RECOMMENDATION<br />
As of August 6th increase ESSR allocations to each Tribal; group<br />
to 150,000 each. Extend TTC and GWWA ESSR fisheries by 7 days.<br />

Sockeye escapements to the <strong>Skeena</strong> system past the Tyee Test<br />
Fishery continue to show signs of strength. Stock composition<br />
should be increasingly Babine wild stocks and it is time to wind<br />
down ESSR fisheries to protect these stocks.<br />
Harvesting continues at Babine lake. 64,000 harvested at Pinkut<br />
to August 16. The operation moves to Fulton River as a result of<br />
decreasing fish quality. Fish to be harvested jointly by SFC.<br />
ESSR harvesting operations at the Babine fence began on Aug. 12.<br />
This fishery is fishing to a ceiling of 40,000 sockeye as per an<br />
internal Ned'u'ten agreement.<br />
Pink escapements are reasonably strong to the <strong>Skeena</strong> and Bulkley<br />
Rivers. The <strong>Skeena</strong> test fishery indicates escapements are<br />
exceeding targets. there appears to be little interest in a Pink<br />
harvest due to lower than average price.<br />

SURPLUS SOCKEYE FISHERY 1996<br />
This year a total of 450,000 surplus Sockeye were allocated to the <strong>Skeena</strong> <strong>Fisheries</strong><br />
Commission. This represents an allocation of 150,000 pieces to each of the three tribal<br />
groups. As a result of a record return to the <strong>Skeena</strong> River and a large surplus to Pinkut<br />
and Fulton facilities a further 450,000 pieces were allocated to the <strong>Skeena</strong> Watershed<br />
Committee to be harvested in Sabine Lake adjacent to the spawning channels.<br />
The <strong>Skeena</strong> <strong>Fisheries</strong> Commission is comprised of the Tsimshian Tribal Council,<br />
GWWA, and the Sabine Lake Nation. This commission was contracted by the SWC to<br />
harvest surplus sockeye at the mouth of Pinkut Creek and Fulton River.<br />
The <strong>Skeena</strong> fisheries utilized beach seines and a small mini seine boat (converted<br />
herring punt ). These proved quite effective methods of harvest ,especially the mini<br />
seine for both numbers and quality. Sets ranged from 300 to 8000 pieces.<br />
A total of 112,230 sockeye were harvested at Pinkut and Fulton for the <strong>Skeena</strong><br />
Watershed Committee. These fish were sold to Dennis Maihara and trucked to<br />
Vancouver.<br />
Further to the SFC harvest a total of at Pinkut and Fulton facilities 109, 579 were<br />
harvested by the Sabine Lake First Nation, and 57,113 for the Tsimshian Tribal Council.<br />
An addition 16,500 were harvested for sec 35 needs of the CSTC.<br />
Fishing operations began at the facilities on Aug 10 and concluded on Sept 01. Fish<br />
quality was the determining factor for the termination of the fishery.<br />
One reefer load was sent to reduction as a result of sitting too long in Vancouver and a<br />
further two loads had 15 -20 % of the reefer loads culled due to low oil content.<br />

The trap on the Meziadin Fishway was installed on July 4. Counts began on July 5, and<br />
continued on a daily basis until Sept 27. Daily and accumulative counts for all species are<br />
presented in Tables (- III. In 1996, there were 182,082 large sockeye and 355 large chinook<br />
counted through the fishway.<br />
Biological samples were taken from sockeye on a daily basis for age analysis.<br />
The program was conducted by two persons, one from the Dept. of <strong>Fisheries</strong> and one from LGL<br />
Ltd.<br />
Food fishing below the fishway, by members of the Gitanow band, was conducted sporadically<br />
throughout the summer. There were no confrontations between any of the various parties<br />
involved at the Meziadin site.<br />

Subject: Babine Fence Counts For 1996.<br />
Due to exceptionally high-wllttr in July the Babine River Counting fence was not installed until July<br />
27. Constant checking and rtp2iring holes using dive gear made the fence fish proof on the evening of<br />
July 29. This years programs ,,'ere carried out by one technician. Two natives from Fort Babine, one<br />
Co - Sep student three stud~ts one agency personnel as well as up to three contact personnel at a<br />
time. As in recent years the f~ce was left in later than the norm to enumerate Coho with November<br />
4 being the last day of enumt1'2tion in 1996. Included in this memo are daily and cumulative counts<br />
for all species of salmon ani\ing at the fence ( han'ested fish are included in daily counts) as well as<br />
tallies of Sockeye han'ested by natives from Fort Babine. Total escapements through the Babine<br />
Fence are as follows:<br />

Babine Fence Counts for 1996.<br />
1996 saw poor returns for Jack sockeye and this reflected in a native han'est of only 6.212 over a 16<br />
day period. Large Sockeye were also han'ested beginning on August 12 and ending on Aug. 20.<br />
Between these dates 40,421 large Sockeye were harvestrd.<br />
Sockeye spawning in the upper and lower Babine River were estimated by a couple of aerial counts<br />
from a helicopter. It should be noted that on both days of flying the weather was less than ideal and<br />
these estimates are not as reliable in pre\;ous years. The upper Babine River ( from Smokehouse<br />
Island to the Fort Babine Bridge.) Wa! estimatrd to have 100,000 Socke~'e Spawning. While the lower<br />
River ( Nilkitka Lake to the counting fence) had 15,000 Sockeye in it.<br />
Chinook spawning directly below the counting fence were estimated at 1,000.<br />
It's obvious that a number of Sockeye migrated through the fence before it was installed. The only<br />
method of estimating this is to bke the average percenbge of Sockeye migrating through the fence in<br />
pre\'ious years before July 29 and apply this to 1996 numbers. This dooe the total escapement of<br />
Sockeye through the Babine Fence for 1996 would be 2,056,205<br />
