or entitlements (i.e., livelihood and <strong>in</strong>come benefits) and an <strong>in</strong>creased or<br />

renewed <strong>in</strong>terest <strong>in</strong> forest system health (i.e., ecosystem benefits 21 )—plus a<br />

third trend, an <strong>in</strong>crease <strong>in</strong> attention to equity, that cross-cuts and mediates<br />

between them.<br />

In all sites, we saw a pattern <strong>of</strong> <strong>in</strong>creased plans for generat<strong>in</strong>g forest-based<br />

<strong>in</strong>come. Three <strong>of</strong> the four CFUGs had <strong>in</strong>itiated plans for forest product<br />

<strong>in</strong>come, such as bamboo handicraft sales, by the end <strong>of</strong> the PAR phase;<br />

the fourth CFUG (Manakamana) was <strong>in</strong> the plann<strong>in</strong>g stage. Notably, these<br />

activities were more targeted to the poor and marg<strong>in</strong>alised users than they<br />

had been <strong>in</strong> the past. For example, <strong>in</strong> Deurali-Bagedanda CFUG, a bamboo<br />

craft tra<strong>in</strong><strong>in</strong>g was organised based on the <strong>in</strong>terest expressed by ‘poor’ users<br />

<strong>in</strong> mak<strong>in</strong>g bamboo handicrafts for seasonal <strong>in</strong>come, and the CFUG decided<br />

to sell bamboo to these users at a very low price. Likewise, a feasibility study<br />

for a sawmill was organised by and for the socioeconomically marg<strong>in</strong>alised<br />

Biswakorma tole, and the CFUG decided that if the study was positive, saw<br />

logs from the <strong>community</strong> forest would be provided at a cheaper rate to<br />

this subgroup. This <strong>in</strong>cl<strong>in</strong>ation for CFUG members to <strong>in</strong>crease propoor<br />

<strong>in</strong>itiatives as a part <strong>of</strong> their forest-based <strong>in</strong>come efforts acts as a potential<br />

balanc<strong>in</strong>g force to the <strong>in</strong>creased <strong>in</strong>terest <strong>in</strong> forest protection, described<br />

below.<br />

Some small <strong>in</strong>creases <strong>in</strong> f<strong>in</strong>ancial capital—such as CFUG funds or returns<br />

from forest products—were observed <strong>in</strong> all four sites dur<strong>in</strong>g the PAR. For<br />

example, Bamdibhir CFUG started to earn some returns from its bamboo<br />

<strong>in</strong>itiative, and Manakamana CFUG raised its user fees and sold more<br />

timber with<strong>in</strong> the group. More important than any immediate change <strong>in</strong><br />

f<strong>in</strong>ancial assets is that the CFUGs appeared to have laid the groundwork<br />

for future <strong>in</strong>creases, <strong>in</strong>clud<strong>in</strong>g by marg<strong>in</strong>al users. Specifically, besides<br />

<strong>in</strong>creas<strong>in</strong>g the number <strong>of</strong> forest-related <strong>in</strong>come generation activities,<br />

all the CFUGs had <strong>in</strong>creased f<strong>in</strong>ancial accountability and transparency.<br />

They have also made efforts to control misappropriations <strong>of</strong> funds by the<br />

committee, created credit programs or earmarked portions <strong>of</strong> their <strong>in</strong>come<br />

for poor households and enhanced l<strong>in</strong>kages to external stakeholders who<br />

are potential contributors.<br />

The second trend we highlight here was that the learn<strong>in</strong>g-based selfmonitor<strong>in</strong>g<br />

and perhaps also the <strong>in</strong>creased exposure to district forest <strong>of</strong>fice<br />

staff tended to <strong>in</strong>crease <strong>in</strong>terest <strong>in</strong> the long-term susta<strong>in</strong>ability <strong>of</strong> the forest.<br />

For example, seedl<strong>in</strong>g plant<strong>in</strong>g rates, nursery seedl<strong>in</strong>g survival rates, and
