Strengthen<strong>in</strong>g <strong>community</strong> forestry practices through an adaptive<br />

<strong>collaborative</strong> <strong>management</strong> approach<br />

The focus <strong>of</strong> the participatory action research was the effort <strong>of</strong> the CFUG<br />

Committee and general members, ACM researchers and other CFUG<br />

supporters, such as the Federation <strong>of</strong> Community Forest User Groups Nepal<br />

(FECOFUN) and district forest <strong>of</strong>fice staff, to enhance the effectiveness <strong>of</strong><br />

the CFUGs’ annual (and ongo<strong>in</strong>g) plann<strong>in</strong>g process and ongo<strong>in</strong>g practices<br />

as a means <strong>of</strong> improv<strong>in</strong>g social and environmental outcomes. Specifically,<br />

they were try<strong>in</strong>g to shift away from centralised, top-down and relatively<br />

l<strong>in</strong>ear and/or ad hoc <strong>management</strong> processes to a more <strong>in</strong>clusive approach<br />

based on <strong>in</strong>creased reflection and collective deliberation. There was no<br />

one model for these <strong>in</strong>novations and efforts to strengthen; the facilitators<br />

simply tried to catalyse and support cycles <strong>of</strong> plann<strong>in</strong>g, action, learn<strong>in</strong>g and<br />

<strong>in</strong>novation that were rooted <strong>in</strong> <strong>in</strong>creased adaptiveness and collaboration,<br />

with an emphasis on self-monitor<strong>in</strong>g and jo<strong>in</strong>t reflections. These changes<br />

were driven by the cultivation <strong>of</strong> certa<strong>in</strong> attitudes and skills towards key<br />

aspects <strong>of</strong> ACM: reflection, flexibility <strong>in</strong> action cycles, and <strong>in</strong>corporat<strong>in</strong>g<br />

shared learn<strong>in</strong>g <strong>in</strong>to decision-mak<strong>in</strong>g. We elaborate further on each <strong>of</strong><br />

these below.<br />

Structures that support enhanced deliberation <strong>in</strong> decision-mak<strong>in</strong>g<br />

In this subsection we highlight four ma<strong>in</strong> <strong>in</strong>novative or strengthened<br />

patterns and arrangements <strong>of</strong> <strong>in</strong>teraction that emerged dur<strong>in</strong>g the PAR<br />

and enhanced relations amongst actors <strong>in</strong> the practice <strong>of</strong> forest governance<br />

at CFUG level.<br />

Build<strong>in</strong>g and bridg<strong>in</strong>g voices: active tole committees as a mechanism to<br />

enhance <strong>in</strong>put to decision mak<strong>in</strong>g and <strong>in</strong>formation flow. The tole (hamlet)<br />

has been recognised—<strong>in</strong> pr<strong>in</strong>ciple—by <strong>community</strong> forestry policy theorists<br />

and practitioners as important for engag<strong>in</strong>g <strong>community</strong> members—for<br />

example, through the use <strong>of</strong> tole meet<strong>in</strong>gs <strong>in</strong> the CFUG formation process.<br />

And yet, as noted above, <strong>in</strong> practice toles are <strong>of</strong>ten underutilised or even<br />

<strong>in</strong>active <strong>in</strong> ongo<strong>in</strong>g governance. Thus, although the recognition and use <strong>of</strong><br />

this level <strong>in</strong> <strong>community</strong> forestry is not new, its ongo<strong>in</strong>g active engagement<br />

as the first ‘nested’ layer <strong>of</strong> (learn<strong>in</strong>g-based) governance was an area <strong>of</strong><br />

<strong>in</strong>novation by the CFUGs <strong>in</strong>volved <strong>in</strong> the participatory action research.
