C<br />

ommunity <strong>forests</strong> <strong>in</strong> Nepal are vital to both local<br />

livelihoods and environmental <strong>in</strong>tegrity. Moreover, the Community<br />

Forestry Programme <strong>in</strong> Nepal is considered a world leader <strong>in</strong> the field <strong>of</strong><br />

participatory environmental governance. Despite the success <strong>of</strong> Nepal’s<br />

programme <strong>in</strong> formally hand<strong>in</strong>g over rights to thousands <strong>of</strong> local forest user<br />

groups, however, it has not yet fulfilled expectations regard<strong>in</strong>g <strong>in</strong>creased<br />

returns to forest users and regard<strong>in</strong>g equity <strong>in</strong> governance and <strong>in</strong> the<br />

distribution <strong>of</strong> <strong>management</strong> burdens and benefits. Specifically, one <strong>of</strong> the<br />

ma<strong>in</strong> concerns is that some <strong>of</strong> the most marg<strong>in</strong>alised groups <strong>of</strong> forest users<br />

are <strong>of</strong>ten not ga<strong>in</strong><strong>in</strong>g as anticipated (Agarwal 2001; Malla 2001; Nurse<br />

and Malla 2005), reflect<strong>in</strong>g the cont<strong>in</strong>u<strong>in</strong>g global challenge <strong>of</strong> achiev<strong>in</strong>g<br />

democratic, equitable and productive forest governance. Stakeholders at<br />

all levels, from local to <strong>in</strong>ternational, have thus identified the need for<br />

<strong>in</strong>creased effectiveness and equity <strong>in</strong> <strong>management</strong> and governance systems<br />

<strong>in</strong> <strong>community</strong> forestry.
