<strong>in</strong> advance to predict<strong>in</strong>g and possibly correct<strong>in</strong>g those disruptions <strong>in</strong> the<br />

system that might affect the outcome. Thus communication <strong>in</strong> an ACM<br />

approach focuses on clarify<strong>in</strong>g and bridg<strong>in</strong>g stakeholders’ perspectives, us<strong>in</strong>g<br />

an adaptive <strong>management</strong> cycle (i.e., plann<strong>in</strong>g, implement<strong>in</strong>g, observ<strong>in</strong>g,<br />

reflect<strong>in</strong>g and adapt<strong>in</strong>g), promot<strong>in</strong>g collaboration to l<strong>in</strong>k fragmented<br />

knowledge, and <strong>collaborative</strong> self-monitor<strong>in</strong>g to deal with the demands <strong>of</strong><br />

both feedforward and feedback.<br />

Phase 2. Strategic action: self-organisation<br />

Strategic action sets the stage for ‘material’ action <strong>in</strong> phase 3. In other<br />

words, this phase makes it possible for an ACM process to create substantive<br />

outcomes relat<strong>in</strong>g to natural resources or other forms <strong>of</strong> capital 4 . The<br />

nature or quality <strong>of</strong> this potential is def<strong>in</strong>ed by the space—let us call it<br />

‘self-organisation’—formed by the triangular <strong>in</strong>tersection <strong>of</strong> the follow<strong>in</strong>g<br />

three processes:<br />

• the emergence <strong>of</strong> communities <strong>of</strong> practice;<br />

• the creation and ma<strong>in</strong>tenance <strong>of</strong> connectivity; and<br />

• the nature and structures <strong>of</strong> social learn<strong>in</strong>g that these communities<br />

undertake.<br />
