Although the <strong>in</strong>creased <strong>in</strong>terest <strong>in</strong> forest susta<strong>in</strong>ability is positive for <strong>forests</strong><br />

(and <strong>in</strong> the long term, for livelihoods), researchers <strong>in</strong> the Nepal case study<br />

raise warn<strong>in</strong>g flags about the possible effect <strong>of</strong> protection <strong>of</strong> natural capital<br />

and on equity: if the desire to improve forest condition leads to <strong>in</strong>creas<strong>in</strong>gly<br />

protectionist regulations, marg<strong>in</strong>alised groups may suffer. The researchers<br />

therefore emphasise the need for monitor<strong>in</strong>g-based plann<strong>in</strong>g to <strong>in</strong>clude a<br />

focus on equity and take place <strong>in</strong> a forum <strong>in</strong> which all groups can <strong>in</strong>fluence<br />

decisions and mitigate potentially harmful outcomes and uncerta<strong>in</strong>ties.<br />

Some households <strong>in</strong> sites <strong>in</strong> all countries have started to see small-scale<br />

returns from <strong>in</strong>come-generat<strong>in</strong>g activities. Probably more important, all<br />

the communities <strong>in</strong>creased the number and activeness <strong>of</strong> remunerative<br />

<strong>in</strong>itiatives, thus lay<strong>in</strong>g the foundation for future ga<strong>in</strong>s. Whether the<br />

communities will <strong>in</strong> fact benefit depends on market conditions and<br />

cont<strong>in</strong>ued resource availability. In Nepal, the new transparency and<br />

accountability <strong>of</strong> user group fund <strong>management</strong> were an <strong>in</strong>dicator <strong>of</strong> f<strong>in</strong>ancial<br />

asset enhancement, especially for middle-<strong>in</strong>come and marg<strong>in</strong>alised users.<br />

In Palawan, the higher guaranteed purchase price for almaciga res<strong>in</strong> most<br />

certa<strong>in</strong>ly would augment the <strong>in</strong>comes <strong>of</strong> res<strong>in</strong> collectors. In most other cases,<br />

however, weak markets and market <strong>in</strong>frastructure as well as <strong>in</strong>adequate<br />

organisation <strong>in</strong> the production and value cha<strong>in</strong>s meant that little impact<br />

on f<strong>in</strong>ancial capital could be expected dur<strong>in</strong>g the project period. Indeed,<br />

this suggests that the ACM model (Chapter 2) lacks sophistication <strong>in</strong> terms<br />

<strong>of</strong> a hierarchy <strong>of</strong> ‘empowerment through material ga<strong>in</strong>s’. It would seem<br />

that a safety net or improvements <strong>in</strong> subsistence liv<strong>in</strong>g can be expected <strong>in</strong><br />

early iterations, but it will take <strong>in</strong>creas<strong>in</strong>g sophistication <strong>in</strong> all three phases<br />

and several iterations before we can expect to see significant impacts on<br />

f<strong>in</strong>ancial capital as a result <strong>of</strong> empowerment through material ga<strong>in</strong>s.<br />

On the whole, more material ga<strong>in</strong>s were achieved <strong>in</strong> Nepal and the<br />

Philipp<strong>in</strong>es than <strong>in</strong> Indonesia. Us<strong>in</strong>g the model <strong>in</strong> Chapter 2 once more,<br />

the relative strength <strong>of</strong> Nepal’s and the Philipp<strong>in</strong>es’ ‘axle’ <strong>of</strong> <strong>community</strong><br />

forestry norms, rules and <strong>in</strong>stitutions may be the explanation. Indonesia<br />

was just explor<strong>in</strong>g what <strong>community</strong> forestry meant, and the ACM research<br />

team entered Mal<strong>in</strong>au, Pasir and Jambi to help facilitate some <strong>of</strong> this<br />

discussion by open<strong>in</strong>g new channels <strong>of</strong> communication, explor<strong>in</strong>g mental<br />

models and encourag<strong>in</strong>g the emergence <strong>of</strong> ‘shared visions, mean<strong>in</strong>g and<br />

purpose’ for <strong>community</strong> forestry. In Nepal and the Philipp<strong>in</strong>es, these<br />

questions had been answered, at least sufficiently to establish a foundation<br />

for <strong>in</strong>novation and <strong>community</strong> ga<strong>in</strong>s. In these cases, the communicative
