• Community leadership shifted towards <strong>in</strong>stitutions developed by<br />

the <strong>community</strong> itself, rather than top-down ones imposed by higher<br />

levels <strong>of</strong> government.<br />

In the Nepal cases, ACM approaches to <strong>community</strong> forest <strong>management</strong><br />

appear to have contributed to the follow<strong>in</strong>g <strong>in</strong>creases <strong>in</strong> social capital<br />

with<strong>in</strong> <strong>community</strong> forest user groups:<br />

• Marg<strong>in</strong>alised people, though they still faced poverty-related barriers,<br />

such as lack <strong>of</strong> time, were better represented and more engaged <strong>in</strong><br />

decision mak<strong>in</strong>g.<br />

• Communication with<strong>in</strong> the user group was enhanced.<br />

• The quality <strong>of</strong> <strong>in</strong>ternal and external relationsimproved.<br />

• Equity <strong>in</strong> decision mak<strong>in</strong>g and benefit shar<strong>in</strong>g received more<br />

emphasis with<strong>in</strong> the group.<br />

• Access to decision mak<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>gs and other opportunities was<br />

more open to women and the poor.<br />

• Individuals and the group as a whole had more confidence <strong>in</strong> tak<strong>in</strong>g<br />

up challenges.<br />

• Conflict <strong>management</strong> was more effective.<br />

In the Philipp<strong>in</strong>es case, accounts <strong>of</strong> the application <strong>of</strong> participatory action<br />

research cycle clearly show how even small, <strong>in</strong>cremental steps led to<br />

change:<br />

• Stakeholders were able to collaborate to resolve boundary<br />

conflicts.<br />

• The herbal medic<strong>in</strong>e enterprise got <strong>of</strong>f to a good start.<br />

• Communication skills improved, and the newsletter prompted the<br />

forestry agency to <strong>in</strong>vestigate a case <strong>of</strong> illegal extraction.<br />

• Collaborative learn<strong>in</strong>g improved the effectiveness <strong>of</strong> labour<br />

exchange.<br />

The Nepal, Philipp<strong>in</strong>es and Jambi and Pasir cases thus show significant<br />

signs that local <strong>in</strong>stitutions or communities were striv<strong>in</strong>g to base their<br />

governance and relations, as well as <strong>management</strong> and ‘problem solv<strong>in</strong>g’, <strong>in</strong><br />

social learn<strong>in</strong>g and collaboration.<br />

Changes to natural, physical and f<strong>in</strong>ancial capital<br />

Influence on the quality, quantity and susta<strong>in</strong>ability <strong>of</strong> natural, physical and<br />

f<strong>in</strong>ancial capital is the long-term ‘acid’ test <strong>of</strong> an ACM approach. Although
