writ<strong>in</strong>g. Researchers <strong>in</strong> all countries noted the <strong>in</strong>creased knowledge and<br />

understand<strong>in</strong>g <strong>of</strong> <strong>community</strong> forest policy and regulations by the forest<br />

users. In some cases, the means <strong>of</strong> generat<strong>in</strong>g forest-related knowledge also<br />

changed: although there was some ‘reproductive learn<strong>in</strong>g’ (e.g., through<br />

forest <strong>management</strong> tra<strong>in</strong><strong>in</strong>g), collective knowledge was developed through<br />

enhanced <strong>in</strong>formation shar<strong>in</strong>g and social learn<strong>in</strong>g processes 6 . Skills<br />

and knowledge <strong>in</strong>creased <strong>in</strong> communication and negotiation, conflict<br />

<strong>management</strong>, leadership, the development <strong>of</strong> policy and jo<strong>in</strong>t action plans,<br />

and technical aspects <strong>of</strong> forestry, such as nursery <strong>management</strong>. Researchers<br />

also saw an <strong>in</strong>crease <strong>in</strong> the self-confidence <strong>of</strong> many forest users, <strong>in</strong>clud<strong>in</strong>g<br />

marg<strong>in</strong>alised people, and <strong>of</strong> the groups as a whole <strong>in</strong> deal<strong>in</strong>g with outside<br />

groups. One example is a poor, lower-caste Nepali woman who developed<br />

the confidence to challenge a <strong>community</strong> forest user group decision. She<br />

used the ACM-based self-monitor<strong>in</strong>g and transparent objectives sett<strong>in</strong>g to<br />

get the <strong>community</strong> forest user group to reconsider its decision—<strong>in</strong> itself a<br />

sign <strong>of</strong> flexibility and learn<strong>in</strong>g. The Indonesian case study also illustrates<br />

the importance <strong>of</strong> confidence—encouraged by a facilitated process—<strong>in</strong><br />

people’s ability to tackle problems themselves.<br />

Improvements <strong>in</strong> social and human capital illustrated <strong>in</strong> the Jambi and Pasir<br />

cases <strong>in</strong>cluded the follow<strong>in</strong>g:<br />

• The <strong>in</strong>cidence <strong>of</strong> conflict amongst <strong>community</strong> leaders went down.<br />

• Reciprocity amongst <strong>community</strong> members (e.g., voluntary work on<br />

agricultural plots) went up.<br />

• Previously poor relationships between orig<strong>in</strong>al people and settlers<br />

improved.<br />

• Relationships with neighbour<strong>in</strong>g communities improved.<br />

• Collective knowledge developed with<strong>in</strong> stakeholder groups (e.g.,<br />

women) because <strong>of</strong> improved relationships.<br />

• Shar<strong>in</strong>g <strong>of</strong> <strong>in</strong>formation and knowledge <strong>in</strong>creased amongst<br />

stakeholder groups.<br />

• Social networks and platforms developed.<br />

• Discrim<strong>in</strong>atory regulations that prohibited settlers from own<strong>in</strong>g<br />

agricultural plots were relaxed.<br />

• Community representation mechanisms, as illustrated by the<br />

<strong>in</strong>volvement <strong>of</strong> settlers and women <strong>in</strong> village decision mak<strong>in</strong>g,<br />

began work<strong>in</strong>g better.<br />

• The <strong>management</strong> <strong>of</strong> village affairs was adjusted, and structures and<br />

processes related to decision mak<strong>in</strong>g at the village level improved.
