improvements <strong>in</strong> access to (<strong>in</strong>fluence on) decision mak<strong>in</strong>g by women and<br />

marg<strong>in</strong>alised forest users, <strong>in</strong> both representation and participation; more<br />

explicit attention to equity <strong>in</strong> rules, regulations and distribution <strong>of</strong> resources;<br />

significant <strong>in</strong>creases <strong>in</strong> multidirectional <strong>in</strong>formation flows amongst users<br />

and between forest users and other agencies 4 ; <strong>in</strong>creases <strong>in</strong> transparency<br />

and accountability and support<strong>in</strong>g mechanisms; development <strong>of</strong> <strong>in</strong>creased<br />

<strong>in</strong>ternal capacity to manage conflicts; and <strong>in</strong>creased engagement <strong>of</strong> more<br />

forest users and mechanisms for shar<strong>in</strong>g leadership and ownership.<br />

Changes <strong>in</strong> social and human capital<br />

The most significant changes that resulted from adoption <strong>of</strong> an ACM<br />

approach dur<strong>in</strong>g the project period seem to be <strong>in</strong> human and social capital.<br />

We consider these significant both because <strong>of</strong> the degree <strong>of</strong> change <strong>in</strong> the<br />

sites and also because we perceive these forms <strong>of</strong> capital as essential build<strong>in</strong>g<br />

blocks for other forms <strong>of</strong> capital, such as f<strong>in</strong>ancial benefits from <strong>forests</strong>.<br />

Prior to the participatory action research, social capital <strong>in</strong> all sites ranged<br />

from low to medium. Researchers and local people agreed that the<br />

limitations were restrict<strong>in</strong>g effective and equitable forest governance and<br />

<strong>management</strong>. Changes noted <strong>in</strong> all three country sites <strong>in</strong>cluded <strong>in</strong>creased<br />

trust and respect with<strong>in</strong> groups <strong>of</strong> forest users, and between forest users<br />

and other groups; <strong>in</strong>creased collective action with<strong>in</strong> the forest user groups<br />

and between the groups and other stakeholders; and <strong>in</strong>creased satisfaction<br />

amongst nonelite <strong>community</strong> members with access to decision mak<strong>in</strong>g,<br />

tra<strong>in</strong><strong>in</strong>g and other opportunities, and with the quality <strong>of</strong> decision-mak<strong>in</strong>g<br />

and plann<strong>in</strong>g processes 5 . One common factor <strong>in</strong> the build<strong>in</strong>g <strong>of</strong> social<br />

capital was the <strong>in</strong>creased will<strong>in</strong>gness to cooperate. Address<strong>in</strong>g conflict<br />

and power differences was a significant part <strong>of</strong> the ACM approach, both<br />

directly and <strong>in</strong>directly, through social learn<strong>in</strong>g, governance <strong>in</strong>novations<br />

and active facilitation. Shift<strong>in</strong>g power relations, however, is an extremely<br />

challeng<strong>in</strong>g undertak<strong>in</strong>g. An ACM approach <strong>in</strong> several cases created<br />

space for negotiation, helped set the stage for more level engagement, and<br />

gave marg<strong>in</strong>alised people ‘levers’, but actual levell<strong>in</strong>g <strong>of</strong> power cannot be<br />

planned, forced or guaranteed, only encouraged.<br />

The ACM approach tended to <strong>in</strong>crease human capital <strong>in</strong> all sites because<br />

it emphasised ongo<strong>in</strong>g learn<strong>in</strong>g and capacity build<strong>in</strong>g by develop<strong>in</strong>g<br />

skills <strong>in</strong> facilitation, leadership, participatory decision mak<strong>in</strong>g and<br />

plann<strong>in</strong>g processes, recordkeep<strong>in</strong>g, and <strong>in</strong> some cases, fund<strong>in</strong>g-proposal
