cont<strong>in</strong>gency funds, and it meant accept<strong>in</strong>g <strong>in</strong>efficiencies (hence the aptness<br />

<strong>of</strong> the muddl<strong>in</strong>g metaphor). Ultimately, there are limits to the risk and<br />

<strong>in</strong>efficiency that can be tolerated and we needed to regularly weigh those<br />

costs aga<strong>in</strong>st possible ga<strong>in</strong>s.<br />

Institutionalisation <strong>of</strong> learn<strong>in</strong>g<br />

We have sought to identify other groups that might be able to assume<br />

leadership <strong>of</strong> the overall facilitation process we have <strong>in</strong>itiated. Because<br />

most local organisations promote the political <strong>in</strong>terests <strong>of</strong> specific ethnic<br />

groups, they were not appropriate. Outside groups have been unwill<strong>in</strong>g<br />

to commit to work<strong>in</strong>g <strong>in</strong> the area <strong>in</strong>tensively. One appropriate <strong>in</strong>stitution<br />

with<strong>in</strong> government is the camat, or subdistrict leader, who handles conflicts<br />

and serves as a l<strong>in</strong>k among villages. We have worked only to a limited<br />

extent with subdistrict leaders because <strong>of</strong> their apparent lack <strong>of</strong> <strong>in</strong>terest.<br />

For example, we have had long-term <strong>in</strong>formal and social contact with the<br />

subdistrict leader <strong>in</strong> our area. He has participated <strong>in</strong> several <strong>community</strong><br />

meet<strong>in</strong>gs to which we <strong>in</strong>vited him but has ma<strong>in</strong>ta<strong>in</strong>ed an alo<strong>of</strong>ness and<br />

distance from the program. He also has been travel<strong>in</strong>g extensively, like<br />

many district <strong>of</strong>ficials, and has therefore rarely been available for more<br />

<strong>in</strong>tensive <strong>in</strong>teraction with us or the communities, who have expressed their<br />

own compla<strong>in</strong>ts. He is not unique, however, <strong>in</strong> keep<strong>in</strong>g his distance. When<br />

we hosted conflict <strong>management</strong> tra<strong>in</strong><strong>in</strong>g for the five subdistrict leaders <strong>in</strong><br />

Mal<strong>in</strong>au, hav<strong>in</strong>g confirmed dates around their schedules, only three showed<br />

up. It is likely we did not <strong>of</strong>fer sufficient career or f<strong>in</strong>ancial <strong>in</strong>centives to<br />

make their <strong>in</strong>volvement worthwhile.<br />

We have had much more success with the Community Empowerment<br />

Service, which has shown great enthusiasm to work with us and even share<br />

costs. We have provided hands-on tra<strong>in</strong><strong>in</strong>g to PMD staff <strong>in</strong> monitor<strong>in</strong>g<br />

<strong>community</strong> conditions and tried to build relations between communities<br />

and the agency through more face-to-face contact. We have also coauthored<br />

several reports with them. The synergies <strong>in</strong> work<strong>in</strong>g with PMD have been<br />

high, probably because we shared similar aims. PMD has certa<strong>in</strong>ly ga<strong>in</strong>ed<br />

skills <strong>in</strong> learn<strong>in</strong>g through monitor<strong>in</strong>g but is less well poised to convene<br />

meet<strong>in</strong>gs among stakeholders. With<strong>in</strong> the local government, it also has<br />

little <strong>in</strong>fluence.<br />

At the <strong>community</strong> level, we are work<strong>in</strong>g with <strong>in</strong>dividuals represent<strong>in</strong>g<br />

different ethnic groups to organise the annual <strong>in</strong>ter<strong>community</strong> meet<strong>in</strong>g
