cooperation (diZerega 2000) 3 . We worked <strong>in</strong>formally, keep<strong>in</strong>g a low pr<strong>of</strong>ile<br />

with a multiplicity <strong>of</strong> groups and strategically l<strong>in</strong>ked groups as natural<br />

opportunities and needs arose. Rather than foster formal multistakeholder<br />

groups and help them negotiate agreements, we <strong>in</strong>stead brought groups<br />

together based on voluntary, common <strong>in</strong>terests, similar to the notion <strong>of</strong><br />

‘hot groups’ <strong>in</strong> organisational theory (Lipman-Blumen and Leavitt 1999).<br />

The key to develop<strong>in</strong>g this spontaneous order <strong>of</strong> cooperation was ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

flexibility <strong>in</strong> our facilitation strategy. We made regular adjustments by<br />

‘muddl<strong>in</strong>g through’ (L<strong>in</strong>dblom 1959), us<strong>in</strong>g available <strong>in</strong>formation, even if it<br />

was limited, and evaluat<strong>in</strong>g only a few, <strong>in</strong>crementally different alternatives<br />

at a time. We suggest that <strong>in</strong> this context, such muddl<strong>in</strong>g is more realistic<br />

than the comprehensive and rout<strong>in</strong>e <strong>in</strong>formation requirements for<br />

monitor<strong>in</strong>g <strong>in</strong> formal scientific adaptive <strong>management</strong> practice <strong>in</strong> contexts<br />

with more stable and widely shared <strong>in</strong>stitutions for public decision mak<strong>in</strong>g.<br />

‘Muddl<strong>in</strong>g through’ is also well suited to work<strong>in</strong>g with the spontaneous<br />

orders <strong>of</strong> cooperation naturally exist<strong>in</strong>g anywhere.<br />

To better understand how we learned to facilitate these spontaneous orders<br />

<strong>of</strong> cooperation, we report here on the elements <strong>of</strong> our approach and the<br />

outcomes, challenges and lessons <strong>of</strong> our experience.<br />

Context: Mal<strong>in</strong>au District<br />

The district <strong>of</strong> Mal<strong>in</strong>au, located <strong>in</strong> East Kalimantan, is physically dist<strong>in</strong>ctive<br />

for its broad expanses <strong>of</strong> dipterocarp forest, which consitute the largest<br />

rema<strong>in</strong><strong>in</strong>g contiguous forest <strong>in</strong> Southeast <strong>Asia</strong> (Figure 5-1). N<strong>in</strong>ety-five<br />

percent <strong>of</strong> the district is designated state forestland (Barr et al. 2001), and<br />

most <strong>of</strong> the district’s 40,000 <strong>in</strong>habitants 4 practice swidden agriculture and<br />

hunt<strong>in</strong>g and gather<strong>in</strong>g from the forest. Households near <strong>in</strong>tact forest are<br />

highly dependent on forest products for <strong>in</strong>come and daily consumption<br />

(Levang et al. 2002, Wollenberg et al. 2002). Mal<strong>in</strong>au is home to more than<br />

20 ethnic groups, <strong>in</strong>clud<strong>in</strong>g the largest group <strong>of</strong> Punan hunter-gatherers <strong>in</strong><br />

Borneo 5 .
