Muddl<strong>in</strong>g Towards Cooperation:<br />

Spontaneous Orders and Shared Learn<strong>in</strong>g<br />

Social <strong>in</strong>stitutions are essential to guid<strong>in</strong>g<br />

cooperation amongst groups with different <strong>in</strong>terests. But how can<br />

cooperation occur where such <strong>in</strong>stitutions are weak and unable to protect<br />

and accommodate the <strong>in</strong>terests <strong>of</strong> the less powerful? In this chapter, we<br />

describe the experience <strong>of</strong> facilitat<strong>in</strong>g local communities to manage their<br />

forest <strong>in</strong> Mal<strong>in</strong>au District, Indonesia, dur<strong>in</strong>g the Otonomi Daerah reform<br />

period (begun <strong>in</strong> 1998), when social <strong>in</strong>stitutions for cooperation were<br />

unstable, uncerta<strong>in</strong> and rarely shared, and where local groups competed<br />

<strong>in</strong>tensely to capture benefits from <strong>forests</strong>.<br />

The case exam<strong>in</strong>es how a CIFOR research team 2 sought to strengthen<br />

local communities’ access to forest benefits and <strong>in</strong>fluence <strong>in</strong> government<br />

by enhanc<strong>in</strong>g cooperation amongst villagers and between villagers and<br />

government <strong>of</strong>ficials. Because <strong>of</strong> the weak, uncerta<strong>in</strong> <strong>in</strong>stitutional sett<strong>in</strong>g<br />

and the complex shift<strong>in</strong>g political landscape <strong>in</strong> Mal<strong>in</strong>au, active collaboration<br />

proved difficult to achieve. Through successive trials, however, the team<br />

learned <strong>in</strong>stead to work with, and build on, ‘spontaneous orders’ <strong>of</strong>
