12 Management Proposals Managing Change Positively 12.1 Understanding the character and appearance of the Conservation Area is clearly the starting point when making decisions about its management. It is important that the designation of a Conservation Area is not seen as an end in itself. The number of positive elements identified in this Appraisal clearly illustrates that the Conservation Area has much that needs to be preserved. 12.2 The designation of a Conservation Area does not preclude new development or the change of use of existing buildings. However, it does mean that there are stricter controls in relation to building works, alterations and demolition and when undertaking tree works. 12.3 In order for Conservation Areas to stay alive and prosperous they must adapt to meet the changing needs of people who live and work in them. The aim of positive conservation is to achieve this while at the same time preserving or enhancing those special architectural and historic elements which give the area its unique character and appearance. 12.4 This Appraisal will therefore form the basis for establishing whether there is a need to formulate management proposals and this can be aided through the completion of a management plan for the Conservation Area. 12.5 Management proposals could include: regular monitoring of change with a view to pursuing enforcement action against unauthorised works; providing local generic guidance such as policy or design guides; undertaking enhancement schemes to reinforce the area’s special qualities; or removing permitted development rights through the use of Article 4 Directions. 12.6 Minor development such as domestic alterations and extensions can often be carried out without planning permission under the provisions of the Town and Country Planning General Permitted Development Order and are classed as ‘permitted development’. However, an Article 4 direction gives the local planning authority the power to restrict these ‘permitted development rights’ where they have the potential to undermine protection of the historic environment. The removal of permitted development would require owners/occupiers to submit an application to the local planning authority, for the particular development restricted, who would consider the impact of these works upon the character and appearance of the conservation area. 12.7 As most of the buildings and land within the Conservation Area are within private ownership the scope to implement management schemes proposed by the local authority is limited. 12.8 It must be remembered that not all works within a Conservation Area need formal planning consent and therefore owners, occupiers and developers are encouraged to undertake development in a manner that is sympathetic to and in keeping with the original property and the Conservation Area as a whole. 12.9 The purpose of this Appraisal is to understand the importance of the area from a heritage perspective, highlighting what is positive and negative, and to involve the local community and interested parties in that process. It does not require individuals or organisations to carry out works to their land or property. However, it gives advice and highlights what they could do, if they wanted 64 Holdenhurst Village Conservation Area Appraisal - March 2014
to spend money on their land or property, which would be of benefit to them and also help to enhance the conservation area as a whole. This Appraisal also gives guidance on what could be done if finance or funding was to become available in the future, for example, from any external sources/ organisations. 12.10 The next stage of work would be to produce a management plan setting out what works or projects could be undertaken to enhance the area and ensure that its special interest is not harmed by inappropriate development.
