shap<strong>in</strong>g the battlespace<br />

technology <strong>in</strong>frastructure, it has leverage over<br />

how others use technology and <strong>in</strong>formation concepts.<br />

However, that lead is quickly dim<strong>in</strong>ish<strong>in</strong>g.<br />

Dur<strong>in</strong>g the Persian Gulf War, for example, Iraq<br />

used <strong>in</strong>formation operations as an asymmetric<br />

tool to <strong>in</strong>fluence <strong>in</strong>ternational op<strong>in</strong>ion. America<br />

must set the pace and establish the standard. It<br />

must also reth<strong>in</strong>k how national security strategy<br />

is developed. Ch<strong>in</strong>ese strategists have extensively<br />

used U.S. doctr<strong>in</strong>e and guidance to formulate<br />

their conclusions. 6 The United States can use such<br />

documents to guide the rest <strong>of</strong> the world down its<br />

chosen road, simultaneously forg<strong>in</strong>g ahead on a<br />

different vector. S<strong>in</strong>ce perception management is<br />

a critical component <strong>of</strong> <strong>in</strong>formation operations,<br />

Americans should become experts <strong>in</strong> global perception<br />

management.<br />

Core Competencies<br />

Shap<strong>in</strong>g the battlespace also <strong>in</strong>volves acquir<strong>in</strong>g<br />

both the right skills and technologies to field a<br />

solid <strong>in</strong>formation capability. The jo<strong>in</strong>t <strong>in</strong>formation<br />

operations synchronization team would be<br />

responsible for sett<strong>in</strong>g the strategic <strong>in</strong>tent <strong>of</strong> <strong>in</strong>formation<br />

operations. This <strong>in</strong>tent implies a particular<br />

po<strong>in</strong>t <strong>of</strong> view on the long-term environment <strong>in</strong><br />

which an organization hopes to build a competitive<br />

position over time. Consider<strong>in</strong>g strategic architecture<br />

the bra<strong>in</strong> and strategic <strong>in</strong>tent the heart<br />

<strong>of</strong> the effort implies significant stretch for the<br />

team. The <strong>in</strong>tent would then translate <strong>in</strong>to a discussion<br />

among the team, learn<strong>in</strong>g <strong>in</strong>stitutions,<br />

and technology firms to determ<strong>in</strong>e what core<br />

competencies would be needed for the future.<br />

These parties would help develop those competencies,<br />

match<strong>in</strong>g them to the strategic architecture<br />

previously discussed. The result would be a<br />

jo<strong>in</strong>t effort to secure the <strong>in</strong>tellectual leadership,<br />

<strong>in</strong>fluence the strategic landscape <strong>of</strong> the battlespace,<br />

and preempt any advantages <strong>of</strong> use to potential<br />

enemies.<br />

Effective jo<strong>in</strong>t <strong>in</strong>formation operations can be<br />

achieved through unity <strong>of</strong> effort that redef<strong>in</strong>es<br />

views <strong>of</strong> jo<strong>in</strong>tness and reth<strong>in</strong>ks the process for<br />

shap<strong>in</strong>g the strategic battlespace. Each step <strong>in</strong> this<br />
