and core competency. 4 In redef<strong>in</strong><strong>in</strong>g strategic success,<br />
it emphasized that organizations must shape<br />
rather than respond to the future. In the case <strong>of</strong><br />
<strong>in</strong>formation operations, that means foster<strong>in</strong>g a<br />
revolution <strong>in</strong> expertise through the formation <strong>of</strong><br />
the synchronization team. Appo<strong>in</strong>ted by the Secretary<br />
<strong>of</strong> Defense and headed by the Chairman,<br />
the team <strong>in</strong>cludes representatives <strong>of</strong> the military,<br />
<strong>in</strong>telligence community, <strong>in</strong>dustrial sector, media,<br />
et al. The team would accomplish various facets<br />
<strong>of</strong> this model. It would function between the operational<br />
and strategic levels to shape campaigns<br />
by acquir<strong>in</strong>g and exploit<strong>in</strong>g competitive advantages.<br />
Its role would <strong>in</strong>clude facilitat<strong>in</strong>g defensive<br />
<strong>in</strong>formation efforts for the jo<strong>in</strong>t community, such<br />
as detect<strong>in</strong>g <strong>in</strong>formation operations, assess<strong>in</strong>g<br />
their impact, synchroniz<strong>in</strong>g the jo<strong>in</strong>t response,<br />
and engag<strong>in</strong>g other players. The strength <strong>of</strong> the<br />
team would rest on shap<strong>in</strong>g the strategic <strong>in</strong>formation<br />
battlespace. While a jo<strong>in</strong>t <strong>in</strong>formation operations<br />
center would <strong>in</strong>terface with the services, the<br />
team would develop gateways to other players.<br />
Learn<strong>in</strong>g and Experimentation<br />
Current jo<strong>in</strong>t doctr<strong>in</strong>e does provide for government-wide<br />
exercises. However, key <strong>in</strong>dustry<br />
players are not <strong>in</strong>cluded <strong>in</strong> the scenarios. Knowledge<br />
assets, procedures, and plans are not shared<br />
with <strong>in</strong>dustry or the media; yet the challenge to<br />
tra<strong>in</strong> as we fight is applicable. All players must be<br />
<strong>in</strong>cluded <strong>in</strong> the deliberate and crisis action plann<strong>in</strong>g<br />
process (with consideration for the security<br />
<strong>of</strong> sensitive <strong>in</strong>formation) to properly synchronize<br />
efforts <strong>in</strong> the event <strong>of</strong> an attack. Exercises should<br />
be planned and executed jo<strong>in</strong>tly and their lessons<br />
shared. As teams form the necessary relationships,<br />
l<strong>in</strong>es <strong>of</strong> communication will develop and<br />
the United States can shape the future. The<br />
knowledge ga<strong>in</strong>ed will prove <strong>in</strong>valuable <strong>in</strong> identify<strong>in</strong>g<br />
vulnerabilities across the board: technology,<br />
partnerships, competencies, and other factors.<br />
Form<strong>in</strong>g these relationships will be the most<br />
daunt<strong>in</strong>g task.<br />
Global Strategic Development<br />
Accord<strong>in</strong>g to Sun Tzu, the apex <strong>of</strong> strategy is<br />
w<strong>in</strong>n<strong>in</strong>g a fight without fight<strong>in</strong>g. The experts<br />
have already highlighted cases where other nations<br />
are tra<strong>in</strong><strong>in</strong>g and plann<strong>in</strong>g <strong>in</strong>formation operations<br />
aga<strong>in</strong>st the United States. React<strong>in</strong>g to the<br />
threat is a certa<strong>in</strong> path to failure. Instead, the<br />
team must force an enemy <strong>in</strong>to designated killboxes.<br />
The team is the focal po<strong>in</strong>t for synergiz<strong>in</strong>g<br />
this effort by shap<strong>in</strong>g <strong>in</strong>formation operations,<br />
