Although <strong>in</strong>formation operations have<br />

long existed, it was only recently that<br />

jo<strong>in</strong>t doctr<strong>in</strong>e began <strong>in</strong>clud<strong>in</strong>g such<br />

multidimensional operations <strong>in</strong> a<br />

systematic manner. In addition, the Nation has<br />

yet to conduct jo<strong>in</strong>t <strong>in</strong>formation operations (JIO)<br />

utiliz<strong>in</strong>g a full range <strong>of</strong> capabilities—public affairs,<br />

civil affairs, psychological operations, operations<br />

security, and deception.<br />

There is a legal dimension to <strong>in</strong>formation<br />

operations that is critical to their use. The United<br />

States has signed various bilateral and multilateral<br />

agreements that affect <strong>in</strong>formation operations. As<br />

Jo<strong>in</strong>t Pub 3-13, Jo<strong>in</strong>t <strong>Information</strong> <strong>Operations</strong>, states:<br />

“[<strong>in</strong>formation operations] may <strong>in</strong>volve complex<br />

legal issues requir<strong>in</strong>g careful review and nationallevel<br />

coord<strong>in</strong>ation . . . planners should understand<br />

the limitations that may be placed on [campaigns]<br />

across the range <strong>of</strong> military operations.”<br />

Beyond such statements, however, there is little<br />

help for jo<strong>in</strong>t planners <strong>in</strong> maneuver<strong>in</strong>g through<br />

the legal maze and even less tra<strong>in</strong><strong>in</strong>g available to<br />

facilitate this <strong>in</strong>formation effort.<br />

Today there is a perception that the jo<strong>in</strong>t<br />

community does not exercise this vital segment <strong>of</strong><br />

the process. In fact, many engagements <strong>in</strong> which<br />

jo<strong>in</strong>t <strong>in</strong>formation operations have been used were<br />

only <strong>in</strong>stances <strong>of</strong> piecemeal implementation. Current<br />

U.S. laws prohibit computer network attack<br />

and perception management or limit their use.<br />

Thus potent capabilities rema<strong>in</strong> unexploited.<br />

A comparison <strong>of</strong> the service doctr<strong>in</strong>e with<br />

Jo<strong>in</strong>t Pub 3-13 reveals that each has considered<br />

<strong>in</strong>formation operations <strong>in</strong> terms <strong>of</strong> its doctr<strong>in</strong>e.<br />

FM-100-6, Army <strong>Information</strong> <strong>Operations</strong>, assumes a<br />

land operations perspective—seek<strong>in</strong>g <strong>in</strong>formation<br />

dom<strong>in</strong>ance by tactical advantage on the digital<br />

battlefield. Naval Doctr<strong>in</strong>e Pub 6 views <strong>in</strong>formation<br />

operations <strong>in</strong> terms <strong>of</strong> command and control<br />

warfare for fleet operations. Even the Air Force,<br />

which adopts a more enlightened vision, has an<br />

air focus and uses doctr<strong>in</strong>e to control the dimensions<br />

<strong>of</strong> air and space.<br />

The Armed Forces view <strong>in</strong>formation operations<br />

<strong>in</strong> terms <strong>of</strong> the comfortable and the familiar,<br />

which is consistent with f<strong>in</strong>d<strong>in</strong>gs that service efforts<br />

fall short <strong>of</strong> an <strong>in</strong>tegrated<br />

services apply the pr<strong>in</strong>ciples jo<strong>in</strong>t approach. 1 One reason<br />

for this lack <strong>of</strong> <strong>in</strong>tegration is<br />

<strong>of</strong> their military doctr<strong>in</strong>e to<br />

oul<strong>in</strong>ed <strong>in</strong> the concept known<br />

<strong>in</strong>formation operations as the politicization <strong>of</strong> strategy. 2<br />

Accord<strong>in</strong>g to this process,<br />

those charged with develop<strong>in</strong>g strategic ideas <strong>in</strong><br />

the services are rarely objective; their job is promot<strong>in</strong>g<br />

service <strong>in</strong>terests. This phenomenon is evident<br />

<strong>in</strong> the development <strong>of</strong> both service and jo<strong>in</strong>t<br />

<strong>in</strong>formation doctr<strong>in</strong>e. The politicization <strong>of</strong> doctr<strong>in</strong>e<br />

means that the services are expert with<strong>in</strong><br />

their doma<strong>in</strong>s, and each conceives <strong>of</strong> doctr<strong>in</strong>e <strong>in</strong><br />

accordance with its worldview. One effect is that<br />

services apply the pr<strong>in</strong>ciples <strong>of</strong> their military doctr<strong>in</strong>e<br />

to <strong>in</strong>formation operations. Such operations<br />

transcend the traditional boundaries <strong>of</strong> modern<br />

warfare.<br />

The problems <strong>of</strong> effective jo<strong>in</strong>t <strong>in</strong>formation<br />

operations are compounded by the challenges <strong>of</strong><br />

coord<strong>in</strong>at<strong>in</strong>g <strong>in</strong>formation-centric activities. U.S.<br />

Strategic Command is responsible for computer<br />

network operations because the preponderance <strong>of</strong><br />

space-based and computer-centric systems reside<br />

with<strong>in</strong> its scope. It also has responsibility for the<br />

Jo<strong>in</strong>t <strong>Information</strong> <strong>Operations</strong> Center at Lackland<br />

Air Force Base. However, it would not be appropriate<br />

to refer to Commander, Strategic Command,<br />

as the commander <strong>of</strong> <strong>in</strong>formation operations,<br />

which raises the issue <strong>of</strong> who is <strong>in</strong> charge.<br />

Some believe that only combatant commanders<br />

could provide the vision, focus, and span<br />

<strong>of</strong> control necessary to protect national <strong>in</strong>frastructures<br />

from <strong>in</strong>formation aggression. 3 Moreover, it is<br />

argued that jo<strong>in</strong>t forces <strong>in</strong>formation warfare component<br />

commanders are needed to resolve plann<strong>in</strong>g<br />

problems and execute multifaceted <strong>in</strong>formation<br />

operations. However, an <strong>in</strong>formation<br />

operations command structure alone is not the<br />

answer. New threats and ubiquitous <strong>in</strong>formation<br />

technology have changed the limits <strong>of</strong> <strong>in</strong>formation<br />

operations. Although jo<strong>in</strong>t commanders will<br />

play a critical role <strong>in</strong> <strong>in</strong>formation campaigns, a<br />

s<strong>in</strong>gle command does not have the resources,<br />

competencies, or partners to meet the enormity <strong>of</strong><br />

the task. It could have the opposite effect. If one<br />

command is responsible for jo<strong>in</strong>t <strong>in</strong>formation operations,<br />

others may defer problems to that command<br />

rather than collaborat<strong>in</strong>g. Turf wars could<br />

erupt if fund<strong>in</strong>g becomes associated with particular<br />

commanders. In sum, a s<strong>in</strong>gle command could<br />

marg<strong>in</strong>alize the effort and dim<strong>in</strong>ish its importance<br />

<strong>in</strong> operational plann<strong>in</strong>g. Every combatant<br />

commander needs a role <strong>in</strong> the JIO process, but<br />

they are not the only critical players.<br />

Involvement on national, state, and local<br />

levels as well as <strong>in</strong> the private sector complicates<br />

matters. Attacks us<strong>in</strong>g <strong>in</strong>formation operations<br />

may not be limited to military targets. As identified<br />

<strong>in</strong> Presidential Decision Directive 63, the national<br />

<strong>in</strong>frastructure is a prime target. The attacks<br />

on 9/11 proved that the m<strong>in</strong>ds <strong>of</strong> the public are<br />

subject to assault. Consider the crash <strong>of</strong> the first<br />

airl<strong>in</strong>er <strong>in</strong>to the World Trade Center. Few people<br />

saw the orig<strong>in</strong>al impact or caught it on film. But<br />

many watched the second plane impact and send<br />

a clear message that it was an act <strong>of</strong> terrorism.<br />

The psychological effect was significant: the airl<strong>in</strong>e<br />

<strong>in</strong>dustry nearly went under, stocks plummeted,<br />

and Americans were traumatized. It is uncerta<strong>in</strong><br />

whether the Nation immediately realized<br />

the second attack was an <strong>in</strong>formation operation.<br />

It is also unclear what countermeasures could<br />

have m<strong>in</strong>imized the dreadful impact <strong>of</strong> 9/11. Evidence<br />

suggests that there should have been significant<br />

collaboration among public<br />

and private organizations,<br />

if the Nation conducts<br />

the military, media, et al. to<br />

<strong>in</strong>formation operations, deal with the consequences <strong>of</strong><br />

the military would not be an attack. But <strong>in</strong> practice, the<br />

Armed Forces have few capabilities<br />

available to combat asym-<br />

the only actor on the scene<br />

metric attacks on this scale.<br />

Both Jo<strong>in</strong>t Vision 2020 and Jo<strong>in</strong>t Pub 3-61, Public<br />

Affairs, encourage commanders to use the media<br />

to shape the battlespace, but what relationships<br />

and procedures exist to achieve that objective?<br />

From a jo<strong>in</strong>t perspective, leaders know that<br />

<strong>in</strong>formation operations are critical to the future.<br />

And while there has been an attempt to forge the<br />

necessary jo<strong>in</strong>t doctr<strong>in</strong>e, someth<strong>in</strong>g quite different<br />

had occurred. The doctr<strong>in</strong>e drafters applied<br />

traditional ways <strong>of</strong> fight<strong>in</strong>g to the JIO strategy.<br />

Based on the evidence, this has not been the most<br />

effective approach. Tried and true battle strategies<br />

will not w<strong>in</strong> future wars fought <strong>in</strong> the cont<strong>in</strong>uum<br />

between the human m<strong>in</strong>d and ephemeral cyberspace.<br />

Warfare has been transformed <strong>in</strong> moral,<br />

physical, and cybernetic terms. Moreover, technology<br />

has radically changed, decreas<strong>in</strong>g the battle<br />

rhythm to a matter <strong>of</strong> seconds rather than<br />

days, thereby enabl<strong>in</strong>g a degree <strong>of</strong> <strong>in</strong>fluence unknown<br />

<strong>in</strong> the past. The so-called CNN effect reflects<br />

this change. Jo<strong>in</strong>t warriors must th<strong>in</strong>k differently<br />

about battlefields, doctr<strong>in</strong>e, and actors.<br />

A New Response<br />

Cyber attacks aga<strong>in</strong>st the United States by<br />

other nations are <strong>in</strong>creas<strong>in</strong>g at an alarm<strong>in</strong>g rate.<br />

Terrorist groups and foreign governments are<br />

us<strong>in</strong>g <strong>in</strong>formation operations <strong>in</strong> an effort to level<br />

the play<strong>in</strong>g field. Some thirty countries have aggressive<br />

<strong>of</strong>fensive <strong>in</strong>formation warfare programs,<br />

with America as a primary target. To survive such<br />

threats, the ways <strong>in</strong> which <strong>in</strong>formation operations<br />

are conceived and executed must change.<br />

Representatives <strong>of</strong> combatant commands<br />

and services will come to the table with doctr<strong>in</strong>e<br />

on <strong>in</strong>formation operations based on their <strong>in</strong>dividual<br />

worldviews. Effective change will only occur<br />

when service doctr<strong>in</strong>e evolves beyond group<br />

th<strong>in</strong>k and disassociates <strong>in</strong>formation operations<br />

from service-specific control. Jo<strong>in</strong>t leadership<br />

must work together to overcome parochial barriers<br />

and guide the services towards a more authentic<br />

form <strong>of</strong> jo<strong>in</strong>t <strong>in</strong>formation operations. Jo<strong>in</strong>t<br />

Pub 3-13 is a good start, but it is conceptual and<br />

not directive <strong>in</strong> present<strong>in</strong>g the forms <strong>of</strong> a synchronized<br />

operation. But should jo<strong>in</strong>t doctr<strong>in</strong>e<br />

provide direction down to service level? That<br />

could be a valid concern to the extent that the<br />

authority <strong>of</strong> the combatant commander is <strong>in</strong>fr<strong>in</strong>ged.<br />

Nevertheless, there must be a better approach<br />

to leverag<strong>in</strong>g service competencies. Commanders<br />

are the key and must guide their teams<br />

to break down service barriers to develop a more<br />

appropriate process for the times.<br />

In parallel with the combatant commanders,<br />

the jo<strong>in</strong>t community should expand its efforts. If<br />

the Nation conducts <strong>in</strong>formation operations, the<br />

military would not be the only actor on the<br />

scene. The National Security Agency, Central Intelligence<br />

Agency, and other organizations would<br />

facilitate activities. Effective operations would<br />

also require partner<strong>in</strong>g with the courts to ensure<br />

that actions taken are legal as well as capable <strong>of</strong><br />

withstand<strong>in</strong>g public scrut<strong>in</strong>y. L<strong>in</strong>ks with the<br />

media would be needed to provide accurate accounts<br />

<strong>of</strong> events to both domestic and <strong>in</strong>ternational<br />

audiences. By leverag<strong>in</strong>g such relationships,<br />

the jo<strong>in</strong>t team would be able to design<br />

cross-functional responses and thus have a role <strong>in</strong><br />

<strong>in</strong>fluenc<strong>in</strong>g the entire operational landscape.<br />

These arrangements would provide a more realistic<br />

condition for jo<strong>in</strong>tness; they could enlarge the<br />

team to <strong>in</strong>clude stakeholders and employ the full<br />

range <strong>of</strong> natonal capabilities aga<strong>in</strong>st the threat.<br />

<strong>Unity</strong> <strong>of</strong> <strong>Effort</strong><br />

Jo<strong>in</strong>t <strong>in</strong>formation operations need unity <strong>of</strong><br />

effort. Old models no longer work, and the jo<strong>in</strong>t<br />

community must reconsider the problem to obta<strong>in</strong><br />

a workable solution. The <strong>in</strong>formation revolution<br />

requires an <strong>in</strong>clusive concept <strong>of</strong> the various<br />

elements <strong>of</strong> national <strong>in</strong>formation power.<br />

National security <strong>in</strong> the <strong>in</strong>formation age and the<br />

development and exercise <strong>of</strong> the <strong>in</strong>formation<br />

component <strong>of</strong> national strategy require a new<br />

paradigm <strong>of</strong> jo<strong>in</strong>tness that <strong>in</strong>corporates and synchronizes<br />

policies and activities <strong>in</strong> the <strong>in</strong>formation<br />

realm. Others have also advocated the need<br />

for harmonization.<br />

A survey <strong>of</strong> extant theories and practice suggested<br />

the construct for what the authors have<br />

called the jo<strong>in</strong>t <strong>in</strong>formation operations synchronization<br />

team (see figure 1). This model also relies<br />

on a pioneer<strong>in</strong>g study that <strong>in</strong>troduced the concepts<br />

<strong>of</strong> strategic <strong>in</strong>tent, strategic architecture,<br />

and core competency. 4 In redef<strong>in</strong><strong>in</strong>g strategic success,<br />

it emphasized that organizations must shape<br />

rather than respond to the future. In the case <strong>of</strong><br />

<strong>in</strong>formation operations, that means foster<strong>in</strong>g a<br />

revolution <strong>in</strong> expertise through the formation <strong>of</strong><br />

the synchronization team. Appo<strong>in</strong>ted by the Secretary<br />

<strong>of</strong> Defense and headed by the Chairman,<br />

the team <strong>in</strong>cludes representatives <strong>of</strong> the military,<br />

<strong>in</strong>telligence community, <strong>in</strong>dustrial sector, media,<br />

et al. The team would accomplish various facets<br />

<strong>of</strong> this model. It would function between the operational<br />

and strategic levels to shape campaigns<br />

by acquir<strong>in</strong>g and exploit<strong>in</strong>g competitive advantages.<br />

Its role would <strong>in</strong>clude facilitat<strong>in</strong>g defensive<br />

<strong>in</strong>formation efforts for the jo<strong>in</strong>t community, such<br />

as detect<strong>in</strong>g <strong>in</strong>formation operations, assess<strong>in</strong>g<br />

their impact, synchroniz<strong>in</strong>g the jo<strong>in</strong>t response,<br />

and engag<strong>in</strong>g other players. The strength <strong>of</strong> the<br />

team would rest on shap<strong>in</strong>g the strategic <strong>in</strong>formation<br />

battlespace. While a jo<strong>in</strong>t <strong>in</strong>formation operations<br />

center would <strong>in</strong>terface with the services, the<br />

team would develop gateways to other players.<br />

Learn<strong>in</strong>g and Experimentation<br />

Current jo<strong>in</strong>t doctr<strong>in</strong>e does provide for government-wide<br />

exercises. However, key <strong>in</strong>dustry<br />

players are not <strong>in</strong>cluded <strong>in</strong> the scenarios. Knowledge<br />

assets, procedures, and plans are not shared<br />

with <strong>in</strong>dustry or the media; yet the challenge to<br />

tra<strong>in</strong> as we fight is applicable. All players must be<br />

<strong>in</strong>cluded <strong>in</strong> the deliberate and crisis action plann<strong>in</strong>g<br />

process (with consideration for the security<br />

<strong>of</strong> sensitive <strong>in</strong>formation) to properly synchronize<br />

efforts <strong>in</strong> the event <strong>of</strong> an attack. Exercises should<br />

be planned and executed jo<strong>in</strong>tly and their lessons<br />

shared. As teams form the necessary relationships,<br />

l<strong>in</strong>es <strong>of</strong> communication will develop and<br />

the United States can shape the future. The<br />

knowledge ga<strong>in</strong>ed will prove <strong>in</strong>valuable <strong>in</strong> identify<strong>in</strong>g<br />

vulnerabilities across the board: technology,<br />

partnerships, competencies, and other factors.<br />

Form<strong>in</strong>g these relationships will be the most<br />

daunt<strong>in</strong>g task.<br />

Global Strategic Development<br />

Accord<strong>in</strong>g to Sun Tzu, the apex <strong>of</strong> strategy is<br />

w<strong>in</strong>n<strong>in</strong>g a fight without fight<strong>in</strong>g. The experts<br />

have already highlighted cases where other nations<br />

are tra<strong>in</strong><strong>in</strong>g and plann<strong>in</strong>g <strong>in</strong>formation operations<br />

aga<strong>in</strong>st the United States. React<strong>in</strong>g to the<br />

threat is a certa<strong>in</strong> path to failure. Instead, the<br />

team must force an enemy <strong>in</strong>to designated killboxes.<br />

The team is the focal po<strong>in</strong>t for synergiz<strong>in</strong>g<br />

this effort by shap<strong>in</strong>g <strong>in</strong>formation operations,<br />

strategic architecture, and help<strong>in</strong>g to build that future.<br />

A strategic architecture is def<strong>in</strong>ed as a “highlevel<br />

bluepr<strong>in</strong>t for the deployment <strong>of</strong> new functionalities,<br />

the acquisition <strong>of</strong> new competencies<br />

(or migration <strong>of</strong> exist<strong>in</strong>g<br />

shap<strong>in</strong>g the battlespace<br />

competencies), and the reconfigur<strong>in</strong>g<br />

<strong>of</strong> the <strong>in</strong>terface<br />

for those who receive<br />

<strong>in</strong>volves acquir<strong>in</strong>g the right<br />

skills and technologies to field the benefit <strong>of</strong> said competencies.”<br />

the development <strong>of</strong> tactics, techniques, and procedures<br />

for <strong>in</strong>formation operations.<br />

S<strong>in</strong>ce the United States is the world leader <strong>in</strong><br />

technology <strong>in</strong>frastructure, it has leverage over<br />

how others use technology and <strong>in</strong>formation concepts.<br />

However, that lead is quickly dim<strong>in</strong>ish<strong>in</strong>g.<br />

Dur<strong>in</strong>g the Persian Gulf War, for example, Iraq<br />

used <strong>in</strong>formation operations as an asymmetric<br />

tool to <strong>in</strong>fluence <strong>in</strong>ternational op<strong>in</strong>ion. America<br />

must set the pace and establish the standard. It<br />

must also reth<strong>in</strong>k how national security strategy<br />

is developed. Ch<strong>in</strong>ese strategists have extensively<br />

used U.S. doctr<strong>in</strong>e and guidance to formulate<br />

their conclusions. 6 The United States can use such<br />

documents to guide the rest <strong>of</strong> the world down its<br />

chosen road, simultaneously forg<strong>in</strong>g ahead on a<br />

different vector. S<strong>in</strong>ce perception management is<br />

a critical component <strong>of</strong> <strong>in</strong>formation operations,<br />

Americans should become experts <strong>in</strong> global perception<br />

management.<br />

Core Competencies<br />

Shap<strong>in</strong>g the battlespace also <strong>in</strong>volves acquir<strong>in</strong>g<br />

both the right skills and technologies to field a<br />

solid <strong>in</strong>formation capability. The jo<strong>in</strong>t <strong>in</strong>formation<br />

operations synchronization team would be<br />

responsible for sett<strong>in</strong>g the strategic <strong>in</strong>tent <strong>of</strong> <strong>in</strong>formation<br />

operations. This <strong>in</strong>tent implies a particular<br />

po<strong>in</strong>t <strong>of</strong> view on the long-term environment <strong>in</strong><br />

which an organization hopes to build a competitive<br />

position over time. Consider<strong>in</strong>g strategic architecture<br />

the bra<strong>in</strong> and strategic <strong>in</strong>tent the heart<br />

<strong>of</strong> the effort implies significant stretch for the<br />

team. The <strong>in</strong>tent would then translate <strong>in</strong>to a discussion<br />

among the team, learn<strong>in</strong>g <strong>in</strong>stitutions,<br />

and technology firms to determ<strong>in</strong>e what core<br />

competencies would be needed for the future.<br />

These parties would help develop those competencies,<br />

match<strong>in</strong>g them to the strategic architecture<br />

previously discussed. The result would be a<br />

<strong>in</strong>fluence the strategic landscape <strong>of</strong> the battlespace,<br />

and preempt any advantages <strong>of</strong> use to potential<br />

enemies.<br />

Effective jo<strong>in</strong>t <strong>in</strong>formation operations can be<br />

achieved through unity <strong>of</strong> effort that redef<strong>in</strong>es<br />

views <strong>of</strong> jo<strong>in</strong>tness and reth<strong>in</strong>ks the process for<br />

shap<strong>in</strong>g the strategic battlespace. Each step <strong>in</strong> this<br />

process, which take the jo<strong>in</strong>t <strong>in</strong>formation operations<br />

synchronization team to higher levels.<br />

Based on the work <strong>of</strong> various consultants and researchers,<br />

the JIO value cha<strong>in</strong> can be constructed<br />

(see figure 2 above). 7<br />

The jo<strong>in</strong>t <strong>in</strong>formation operations synchronization<br />

team would affect <strong>in</strong>frastructure, human<br />

resource management, technology, and logistics.<br />

These must be harmonized to produce some<br />

value that facilitates the effective employment <strong>of</strong><br />

jo<strong>in</strong>t <strong>in</strong>formation operations and ga<strong>in</strong>s a competitive<br />

advantage <strong>in</strong> this discipl<strong>in</strong>e. As the team<br />

works through the JIO construct, it will be m<strong>in</strong>dful<br />

<strong>of</strong> the need to establish a competitive advantage<br />

and cont<strong>in</strong>ually strive for enhanced value <strong>in</strong><br />

every activity. The value cha<strong>in</strong> serves as a visual<br />

queue that addresses how an action creates a<br />

greater advantage for the United States and<br />

whether that value exceeds the real or implied<br />

costs <strong>of</strong> produc<strong>in</strong>g it. This aspect <strong>of</strong> the construct<br />

is what separates it from other constructs for <strong>in</strong>formation<br />

operations.<br />

There are myriad options for the United<br />

States with regard to jo<strong>in</strong>t <strong>in</strong>formation operations.<br />

Nonetheless, there are some evident truths:<br />

■ <strong>in</strong>formation operations will be both a strategic<br />

asset and a liability <strong>in</strong> com<strong>in</strong>g years<br />

■ a competitive advantage will be achieved by<br />

shap<strong>in</strong>g rather than react<strong>in</strong>g to the future<br />

■ jo<strong>in</strong>tness will be expanded to <strong>in</strong>clude a larger<br />

community <strong>of</strong> public and private <strong>in</strong>terests work<strong>in</strong>g to<br />

def<strong>in</strong>e core competencies for conduct<strong>in</strong>g effective <strong>in</strong>formation<br />

operations campaigns.<br />

Unit<strong>in</strong>g jo<strong>in</strong>t <strong>in</strong>formation operations efforts<br />

could stimulate discussion so policymakers can<br />

attack the problem more effectively. Mak<strong>in</strong>g<br />

complex issues understandable will provide a<br />

framework for the questions posed <strong>in</strong> this analysis.<br />

Additionally, taken to its logical conclusion,<br />

the construct presented above can address<br />

jo<strong>in</strong>t and <strong>in</strong>teragency collaboration issues<br />

that rema<strong>in</strong> among the most prevalent challenges<br />

to <strong>in</strong>formation operations. It is time to<br />

seek unity <strong>of</strong> effort <strong>in</strong> the arena <strong>of</strong> jo<strong>in</strong>t <strong>in</strong>formation<br />

operations.<br />
