A. Dey Hassan to George Wash<strong>in</strong>gton (1796)<br />

Vizir Hassan Bashaw, Dey of the City and Regency of Algiers, to George<br />

Wash<strong>in</strong>gton, President of the United States of America.<br />

Health Peace and Prosperity<br />

Whereas, peace and harmony has been settled between our two nations through<br />

the medium of two agents of the United States, Joseph Donaldson and Joel<br />

Barlow, and as eight months have elapsed <strong>with</strong>out one article of their<br />

agreement be<strong>in</strong>g complied <strong>with</strong>, we have thought it expedient to dispatch<br />

James Leander Cathcart, formerly our Christian secretary, <strong>with</strong> a note of such<br />

articles as are required <strong>in</strong> this Regency, likewise <strong>with</strong> a form of a<br />

Mediterranean passport, <strong>in</strong> order that you may furnish your Consul resident<br />

here <strong>with</strong> such as fast as possible. For further <strong>in</strong>telligence I refer you to your<br />

Consul resident here, and to the said James Leander Cathcart, and I pray you<br />

whatever they may <strong>in</strong>form you of to forward our negotiation, may be fully<br />

credited and that said Cathcart may be dispatched <strong>with</strong> such part of the articles<br />

specified <strong>in</strong> our negotiation as are ready <strong>with</strong> all possible expedition, for which<br />

purpose we have granted said Cathcart a Mediterranean passport commenc<strong>in</strong>g<br />

the date thereof from the first of May, <strong>in</strong> the year of your Lord, one thousand<br />

seven hundred and n<strong>in</strong>ety-six.<br />

Done <strong>in</strong> the Dey’s palace by our order and sealed <strong>with</strong> the great seal of this<br />

Regency, the 26th of the Luna of Carib, <strong>in</strong> the year of the Hegira, 1210, which<br />

corresponds <strong>with</strong> the 5 th of May, 1796.<br />
