It is an object important, to see what effect the expedition aga<strong>in</strong>st<br />

Algiers will have on the powers of Europe, particularly England. I rather<br />

th<strong>in</strong>k that the object is too <strong>in</strong>considerable compared <strong>with</strong> the<br />

consequences for her [Great Brita<strong>in</strong>] to attempt the seizure of our<br />

squadron. If it makes a successful enterprise the measure will raise us <strong>in</strong><br />

the estimation of the powers of the Cont<strong>in</strong>ent. It will also raise us <strong>in</strong> the<br />

estimation of England. 150<br />

The commissioners faithfully fulfilled that objective and communicated to<br />

Monroe: [T]his treaty appears to secure every <strong>in</strong>terest <strong>with</strong><strong>in</strong> the contemplation<br />

of the government, … it really places the United States on higher grounds than<br />

any other nation.” 151<br />

b) Catalytic Force: Cable def<strong>in</strong>es Catalytic force as a mechanism<br />

designed to buy a breath<strong>in</strong>g space or give policy-makers a range of options the<br />

purpose of which is to realize advantages through the limited use of naval<br />

forces. 152<br />

While the American objective was clearly def<strong>in</strong>ed, the method,<br />

although imply<strong>in</strong>g the use of force, was not sufficiently outl<strong>in</strong>ed. In what ways<br />

and to what extent that force should be used was left to the judgment of the<br />

commanders of the squadrons:<br />

Whether it will be better to proceed directly <strong>with</strong> the squadron <strong>in</strong> front<br />

of the town, before an attempt is made to negotiate, or to rema<strong>in</strong> at some<br />

distance, your own judgments aided by the <strong>in</strong>telligence you may obta<strong>in</strong><br />

of the enemy’s force, the state of the city, and other circumstances will<br />

be your best guides. 153<br />
