His unguarded expressions, his h<strong>in</strong>ts, threats, etc. despis<strong>in</strong>g the French<br />

and Spanish, signify<strong>in</strong>g their defeat and <strong>in</strong> fact everyth<strong>in</strong>g he could<br />

possibly utter <strong>in</strong> the most vulgar language that it was <strong>with</strong> pa<strong>in</strong> we see<br />

him so unworthy of his commission and the cloth he wore. 88<br />

What was at stake then at Algiers was more than the Dey and his Divan<br />

could have possibly imag<strong>in</strong>ed. Their position was obsolete and onedimensioned:<br />

militarily, they strove to ma<strong>in</strong>ta<strong>in</strong> strong fortifications of the city<br />

to avert attacks and pursued corsair<strong>in</strong>g as a defensive measure; diplomatically,<br />

they persevered <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the same l<strong>in</strong>e of diplomatic conduct—based on<br />

the above mentioned pr<strong>in</strong>ciples—at a time the world was rapidly chang<strong>in</strong>g<br />

around them. But they did not realize that their defenses were weak and the<br />

navy was vanish<strong>in</strong>g compared to that of the western world. 89 They were also<br />

far from realiz<strong>in</strong>g that a player entered on the <strong>in</strong>ternational stage <strong>with</strong> new<br />

concepts and views totally different from their own.<br />

For Europeans and Americans particularly, the situation was more<br />

complex and completely different. Dur<strong>in</strong>g that short period of negotiations,<br />

Algiers was transformed, on the one hand, to a cluster of <strong>in</strong>trigues knitted by<br />

the major players particularly Great Brita<strong>in</strong>, France, and Spa<strong>in</strong> aga<strong>in</strong>st the<br />

United States—and aga<strong>in</strong>st each others—<strong>in</strong> which the Dey was played as a<br />

simple pawn; and on the other, to an espionage ground for the American envoy<br />

who already had as <strong>in</strong>structions a certa<strong>in</strong> number of <strong>in</strong>telligence questions to<br />

answer. Those stressed matters relat<strong>in</strong>g to fortifications, arsenals, port defenses,<br />
