studies attributed the Alger<strong>in</strong>e Spy to the anti-federalists who supposedly “were<br />

furious” at the federalists and “tried to counteract them by pr<strong>in</strong>t<strong>in</strong>g Federaliststyle<br />

propaganda so exaggerated as to be ludicrous.” 72<br />

Whoever was beh<strong>in</strong>d those politician manipulations, the result was<br />

<strong>in</strong>disputably damag<strong>in</strong>g to the image of Algiers—rulers and corsairs alike.<br />

Start<strong>in</strong>g from the mid-1780s, the image of Algiers among American public<br />

op<strong>in</strong>ion could not s<strong>in</strong>k lower: it reached a mucky button. Threats of <strong>in</strong>vasion,<br />

cruelties of the Alger<strong>in</strong>e pirates, and suffer<strong>in</strong>gs of <strong>in</strong>nocent Americans enslaved<br />

at Algiers all m<strong>in</strong>gled <strong>with</strong> the drum rolls of astute manipulat<strong>in</strong>g politicians and<br />

propagandists who systematically spread mislead<strong>in</strong>g and distorted <strong>in</strong>formation<br />

about Algiers. That anti-Algiers campaign had the effect of unit<strong>in</strong>g the<br />

Americans to face a purported impend<strong>in</strong>g danger, fostered cohesion at home,<br />

and offered the USA a new constitution 73 —as it would offer it a new navy<br />

dur<strong>in</strong>g the 1790s. Bailey could not ignore the impact of that anti-Algiers<br />

propaganda on the adoption of the Constitution: “<strong>in</strong> an <strong>in</strong>direct sense,” he<br />

wrote, “the brutal Dey of Algiers was a Found<strong>in</strong>g Father of the Constitution.” 74<br />

The Alger<strong>in</strong>e scapegoat functioned well and beyond all hopes; never aga<strong>in</strong><br />

would Algiers be seen differently.<br />
