Diplomacy of Aggression, 1784-1789<br />

Introduction<br />

From the long history of diplomatic relations between Algiers and<br />

foreign states this work has already identified four major pr<strong>in</strong>ciples that were<br />

still <strong>in</strong> force at the end of the 18 th<br />

century. Those pr<strong>in</strong>ciples <strong>in</strong>cluded:<br />

recognition of the sovereignty of Algiers, maritime control which necessitated<br />

the use of valid passports to identify friendly shipp<strong>in</strong>g, and redemption or<br />

exchange of captives. F<strong>in</strong>ally expenses for treaties, tribute, and consular<br />

presents were negotiated, fixed, and <strong>in</strong>corporated <strong>in</strong>to treaties. It is, therefore,<br />

worth not<strong>in</strong>g right at the beg<strong>in</strong>n<strong>in</strong>g that the crisis of the 1780s <strong>in</strong> <strong>Algeria</strong>n-<br />

American relations related directly to those pr<strong>in</strong>ciples, or at least all except<strong>in</strong>g<br />

sovereignty.<br />
