Form Letters<br />

Form letters, which are considered organized group campaign, represent 22 percent of the total<br />

letters received during the public comment period for the EA (53 form letters out of 245 total<br />

letters).<br />

Forms are defined as five or more responses, received separately, but containing identical text.<br />

Once a form is identified, a “form master” is entered into the database with all of the content<br />

information. All responses with matching text are then linked to this master form. Duplicate<br />

responses from four or fewer respondents are entered as individual letters. Forms are designated<br />

with a number for the purpose of tracking subsequent submissions. Form numbers are assigned as<br />

each “form master” is identified. Four form letters were received during scoping and the contents<br />

of the form letters are listed below in italics:<br />

Paddling should be allowed on all Wilderness and Wild and Scenic rivers, including the<br />

upper Chattooga.<br />
