boaters simply from floating down a river. All Wild and Scenic rivers should be administered consistently--<br />

which is exactly what the above modifications of Alternative 8 would provide. (Ltr# 46, Cmt# 2)<br />

Subconcern # B-E<br />

Alternative (8) is the best alternative but it needs to allow paddling on the entire upper Chattooga and its<br />

tributaries. Further, it should require indirect limits on all visitors before direct limits are applied and<br />

should not include "scenic boating" or "boat-based angling" in the analysis. Paddlers should be able to<br />

paddle the entire river as a multi-day trip if desired. (Ltr# 59, Cmt# 6)<br />

I am writing to express my support for Alternative 8, with the modification that canoeing/kayaking be<br />

allowed with no limitations throughout the year. (Ltr# 179, Cmt# 1)<br />

Subconcern # G<br />

I prefer alternative 8, but it also has irrational restrictions. We should be able to paddle the Headwaters,<br />

especially section 1, the most suitable section for the widest range of paddlers, whenever the water is<br />

sufficient. (Ltr# 184, Cmt# 3)<br />

Public Concern 7<br />

The <strong>Forest</strong> <strong>Service</strong> should not select Alternative 8 because:<br />

A) Boating on the Upper Chattooga is not sustainable and will degrade<br />

resources;<br />

B) User conflicts would be amplified;<br />

C) New access points and portage trails are not suitable;<br />

D) New parking areas are limited and a long distance from the Chattooga<br />

River;<br />

E) It will increase trespassing on private land as a result of overflow parking,<br />

and possible search and rescue incidents;<br />

F) Expansion of the trailhead facilities on Green Creek Cemetery Road would<br />

be inconsistent with the purpose for which the land was donated;<br />

G) Boating and other uses are not considered between Grimshawes Bridge<br />

and Green Creek, thus it violates the court appeal and the Wild and Scenic<br />

River Act;<br />

H) It bans boating on tributaries, thus violating the Wild and Scenic River Act,<br />

NEPA, and other laws and/or regulations;<br />

I) It does not require all users to register;<br />

J) It analyzes scenic boating, which is nonexistent, and boat-based anglers<br />

which should be managed separately;<br />

K) It is unclear if this alternative would equitably implement direct measures<br />

after indirect measures have been exhausted;<br />
