My dear <strong>Colonel</strong>:<br />

August 16 , 1921<br />

I beg <strong>to</strong> report that I was glad <strong>to</strong> welcome LIr.<br />

Rubinstein on August 12th, being particularly pleased <strong>to</strong><br />

receive at his hands a copy of the letter of August 2nd<br />

<strong>from</strong> the Hon. Louis liar shall <strong>to</strong> you,<br />

I am certain that LIr. Marshall would be indifferent<br />

<strong>to</strong> any compliments <strong>from</strong> me, nevertheless I cannot<br />

refrain <strong>from</strong> expressing my admiration for the wonderful<br />

grasp of the problem in addition <strong>to</strong> the well known legal<br />

erudition which Mr. Marshall has shown in this letter,<br />

which will become the guiding catechism <strong>to</strong> us in the solution<br />

of the legal problems connected with the realization of our<br />

Reconstruction plans in Poland.<br />

Since his arrival, Mr. Rubinstein and I have been<br />

in continuous conference, going over the problems connected<br />

with the Reconstruction work in Roumania and this evening<br />

we are both leaving Paris <strong>to</strong> travel <strong>to</strong>gether as far as Vienna<br />

<strong>from</strong> where I shall proceed <strong>to</strong> Warsaw and he <strong>to</strong> Bucharest.<br />

That you may be spared the least misgiving, I beg<br />

<strong>to</strong> assure you that the relationsbetween Mr.'Rubinstein and<br />

myself are of the most cordial and I have implicit confidence<br />

that he will succeed in the mission which has been entrusted<br />

<strong>to</strong> him. I am very thankful <strong>to</strong> you for ^our characteristic<br />

thoughtfulness in sending me cable 668 of August 5th. I presume<br />

in sending it you were actuated by the apprehension that<br />

I might have been unpleasantly affefciked by cable Ho, 663 received<br />

two days previously. V/hile I am very grateful <strong>to</strong> you<br />

for your consideration, I era pleased <strong>to</strong> assure ybu that there<br />

was absolutely' no reason for such apprehension as^-M^fJ^iiastein<br />

and I had practically agreed before my departure '<strong>from</strong> Hew Tcrnc<br />

that tie work awaiting me in Paris would probably ktee/p. mc. there<br />

While I may have had a great deal of curiosity as <strong>to</strong><br />

the nature of the message which his cable stated that he was<br />

bearing, I was more than fully compensated by the letter <strong>from</strong><br />

Mr. Marshall which he brought <strong>to</strong> me.<br />
