The Yugoslav Arrriy and Red Cross provided shelter but it was inadequate to<br />

meet all the needs. Many of the very poor people affected were in inaccessible<br />

mountain areas. Slow relief for many of the victlms was due<br />

largely to reluctance of the sensitive and proud Montenegrlns to request<br />

help.<br />

The Government of Yugoslavia and the Red Cross undertook a program to<br />

re-establish the schools. In-country contributions and loans for repairing<br />

or rebuilding the schools and other buildings destroyed or damaged in the<br />

earthquake was reported at about 25 million new dinars (equ.ivalent of<br />

$10 million).<br />

The American Ambassador exercised his disaster relief authority to make a<br />

cash donation to the Yugoslav Red Cross from the AID contingency fund. It<br />

was originally intended that the U. S. gift would be used to buy tents and<br />

temporary shelter rraterial. Subsequently it was determined that in view<br />

of the pat need for new schools that the U. S. Government donation should<br />

be used to purchase and erect a pre-fab school building at E3ar which would<br />

be identified as a U. S. gift. It was recomnended that funds for the<br />

school should cane from U. S. owned dinars in Yugoslavia rather than fran<br />

the AID contingency fund. This was approved by the Bureau of the Budget<br />

and 330,000 dinars were allocated for this purpose and the .previous amount<br />

charged to the contingency fund removed. These dinars have an equivalent<br />

dollar value of . . . . . . . . . . . . . . . . . . . . . . . . . $26,400<br />
