MOROCCO CHARACTERISTICS OF THE DISASTER EVENT: Fire DATE-TIME: Night of April 26/27, 1969 LOCATION: Rabat VICmMS & DAMAGES: Killed wumd Haneless Homes Destroyed None 20 5,500 1,100 * * Dollar darnage not available. mmmm OF THE DISASTER The fire occurred in the bidonr&lle (shantytown) of Yacomb el Mansour in the outskirts of Rabat. While it was confined to a relatively small area of the capital city, it was very severe. The Ftabat Fire Brigade was effective in limiting the fire to as small an area as it did, stapping it short of similar, contiguous shanty housinff. on the spot early and were able to cordon off the area and to protect such personal property as had been saved, Complete order was maintained at all times and the curious were kept at a safe distance fmm the site, Demolition of sane shanties helped stem the progress of the fire, ACTIm TAKEN BY THE2 OF MOROCCO AND LQCAL ORGANIZATIONS Shortly after the fire began the King put Minister of Interior Oufkir in charge of all operatims, including caring for the homeless. He was authorized to call on the m, Police and municipal services for help. The Moroccan Red Crescent and the EntrtAide Nationale assisted in providing relief, It was not necessary to form any new organizations. Under Minister Oufkir the relief was efficiently coordinated, A tent city was organized with all necessary services including security, medical, water and electricity, ASSISTANCE PROVIDED BY THE U, S, The American Ambassador and Deputy Chief of Mission and other U. S. Mission officers fram DATT, MUSLQ, AID and the hbassy vlsited the site during the fire. When General Oufkir requested U, S, assistance the morning after the fire, the Ambassador used this first hand information to declare that the disaster was of a magnitude to warrant U. S. assistance. He requested the U. S. military in EUCOM to provide 40 large tents by air fkom Europe for which reimbursement was made from AID contingency funds under the Ambassadort s disaster relief authority.
