DESCXPTION OF THE DISASTER<br />

In early September 1968, a severe<br />

tropical storm moved across the<br />

northern portic~n of South Vietnam<br />

between the 14th and 17th parallel.<br />

The storm triggered torrential<br />

rains over the mountainous<br />

regions of Lao:;. The rains continued,<br />

almost incessantly, for<br />
