of P.L. 480 food cansnodities. Therefore AID/W request to the Bmau of<br />
the Budget for a new grant of 1.2 millim US-owned rupees for East Paldstan<br />
was approved. The new GOEP program called for sMcing of ;r50 new tubewells<br />
and resMdng of 2,250. Total cost of the program was estimated at 2.4<br />
million rupees. The GOEP agreed to furnish one-half' of tM-s amount.<br />
Estimated dollar equivalent of the 1.2 million rupee contribution of the<br />
U. S. personnel in East Pakistan were in constant touch with GOEP officials<br />
in the flood areas and transmitted information on daily developments to<br />
USAIDXahore.<br />
The following comnent was received frcm the U. S. Mission: "Unquestionably<br />
U. S. responsiveness to meeting periodic needs f'ran disastlvus floods,<br />
cyclones and tidal bores in EP has resulted in widespread appreciation among<br />
Government and private parties for such aid. Consequently this timely<br />
action offsets unfounded suspicion among some concernlng U. S. attitudes<br />
and orientation concerning East Pakistan's development proprams. In a<br />
year of continued severe budgetary restrictions disaster assistance frcan<br />
the U. S. may be expected to provide similar beneficial results in our<br />
relationship. "<br />

CARE<br />
CARE was one of the largest contributors to the flood relief effort. It<br />
diverted 27 tans of vegetable oil flmm USG P.L. 480 stocks and from its own<br />
resources 150 tons (20,000 cases) of high protein liquid n~J.lk, valued<br />
at ............................... $ 130,000<br />
In addition, CARE started a 3,000 unit low-cost housing project, using<br />
Cinvaram blocks in the Chittagong Mstrict. The total cost of this project<br />
will be 2,148,000 rupees (about $449,000). The GOEP will c:ontribute<br />
approximately 900,000 rupees (about $180,000) and OXF'AM $40,000. U. S. AID<br />
in Pakistan has also been asked to contribute 465,000 rupees for the project<br />
and this is under consideration. CARE contribution. not bcludina - technical<br />
