When =ports were received early in January of 1968 of Inpending famine,<br />
CARE obtained appmval for a special emer-gency program involving U. So<br />
Title 11 food from the USG. HACHO people served as adviso:rs for the<br />
program and the GOH provided technicians. The propyam concept involved<br />
mom into the area with intensive food-fo-work projects,, with rations<br />
for both workers and family members, It was planned to last six months<br />
from March to August 1968. Subsequent investigations added areas not in<br />
the origlnal HACHO zone, and me portion of the HACHO zone received food<br />
for only three mmths because the need was less. The large scale work<br />
projects involved over 200,000 people. They concentrated cm mad improvement,<br />
new feeder road construction, anti-erosion terracing, irrigation and<br />
drainage ditches. The projects were directly designed to bnprove the<br />
agricultural situation in the area to lessen the likelihood of a similar<br />
situation in the future. This was in contrast with two previous famines in<br />
Haiti since World War I1 in which the U. So gave assistance!. Then food was<br />
brought in at the last minute when people were already starving and no work<br />
was done to inprove the area.<br />

The U. So Embassy carmented that the Haitian program was one of the first<br />
anywhere with an effort made to move in fast enough to produce positive<br />
betterment of the ma, while at the sam time meeting nutrition needs;<br />
that at the UN level FA0 was seeking to set up a crop failure prediction<br />
center; that in time efforts to avert famine elsewhere might benefit frwn<br />
the experience gained in Haiti.<br />
