To help met the emergency food needs of an estimated 3,450 farnilies in six<br />

of the affected provinces-Santiago, OIHiggins, Colchagua, Curico, Talca<br />

and Linares--the GOC requested assistance f3mm the United States in providing<br />

agricultural comodities under Title I1 of P.L. 480 for a 5-month<br />

period beginning in Novenber 1968. ?he GOC agreed to be responsible for<br />

all internal costs of the program, including project coordination and<br />

inspection at the National and District level.<br />

480 Food - Voh.mtary Agencies<br />

An mediate 60-day food emergency assistance program was begun<br />

in ~ugust, utilizing approximately 1,100 metric tons of P.L. 480<br />

codties made available to the GOC by the following U. S.<br />

voluntary agencies: Catholic Relief Services, CARE, World<br />

Relief Conmission and Seventh-Day Adventist Welfare Service.<br />

This food had a value of $241,000<br />

P.L. 480 Food - To World Food Program for Chile Drought<br />

The World Food Program approved for distribution to 6,000<br />

families for a period of five months 990 metric tons of wheat<br />

flour, 135 of canned meat, 135 of vegetable oil, 180 dried<br />

fish, 135 non-fat dry milk. WFP requested that the U. S.<br />

contribute all the wheat flour requirement. ?his was<br />

approved in September 1968. The 990 tons of wheat flour<br />

had a market value of $81,000 plus ocean transport costs of<br />

$40,000, total ........................................ 121,000<br />

P . L. 480 Food - Government-to-Government Donation<br />

?he GOC requested U. S. assistance in food aid. The proposed<br />

program was to be administered by the GOC1s Office of Emergency<br />

Planning in the Ministry of Interior. The food was to be<br />

distributed free to needy persons as a result of the drought or<br />

as payment-in-kind of wages to drought victims employed on work<br />

projects in the six selected provinces. The projects planned<br />

were to consist of activities designed to alleviate the present<br />

drought problem or to lessen the impact of f'uture ones (e.g.,<br />

conanunity irrigation projects, canals, and construction of<br />

simple wells). It was estimated that 20,700 persons would<br />

receive assistance under the program. The U. S. Mission obtained<br />

AID/W approval for the program and donation of the following<br />

P.L. 480, Title 11 food: 466 tons of wheat flour; 186 ton:; rolled<br />

wheat; 124 tons cornmeal; 93 tons vegetable oil; 31 tons of nonfat<br />

dry milk; and 186 tons of CSM. Market value of the food was<br />

$139,058, plus ocean transport costs of $50,000 for a total<br />

contribution of ............................................... 189,058<br />
