SUPPLIES OR SERVICES AND PRICES/COSTS<br />

The United States Agency for International Development (USAID), is<br />

contracting for technical assistance necessary to support broad-based<br />

and sustainable development in USAID-recipient countries by providing<br />

intellectual leadership and technical resources for addressing a broad<br />

range of constraints to economic growth. The purpose of the Support<br />

for Economic Growth and Institutional Reform Project (SEGIR) is to<br />

strengthen USAID's capacity to assist developing countries in<br />

introducing, developing and maintaining appropriate economic policies<br />

and institutional reforms at the macro, sectoral and project level.<br />

Services shall be performed in accordance with Section C and F of this<br />

.Contract. Support for the Center for Economic Growth and Agricultural<br />

Development will be implemented under this contract in accordance with<br />

the Task Order System outlined in Section F.<br />

This is an i~definite<br />

utilizing:<br />

delivery, indefinite quantity contract<br />

Task orders to provide technical direction, a ceiling price for<br />

the task and obligation of funds;<br />

Fixed daily rates for U.S. expatriates;<br />

Reimbursement of actual salaries for locally hired national<br />

personnel and other non-U.S. expatriates;<br />

Fixed multipliers applied to salaries of locally hired national<br />

personnel and other non-U.S. expatriates;<br />

Reimbursement of reasonable, allowable and allocable<br />

other direct costs not covered by the above; and<br />

Modified time-and-material payment provisions.<br />

B.2 OBLIGATED AMOUNT<br />

The basic contract includes an initial obligation of funds of at least<br />

$10,000 to cover a minimum of services, which will be applied towards<br />

the first task order(s). Following this initial obligation,<br />

individual task orders will obligate funds to cover each task.<br />

B.3 TASK ORDER CEILING PRICE<br />

Each task order will have a ceiling price. The Contractor shall not<br />

be paid any amount in excess of the ceiling price without advance,<br />

written approval of the Contracting Officer. Each task order will<br />

include a mix of professional labor categories, a maximum number of<br />

workdays, and other direct costs. The ceiling price will be based on<br />

the following budget elements.
