and a schedule to determine which contract to order against.<br />

F.3. (a) (3) If a requirement requires consideration of cost/price<br />

information for the cognizant CTO to determine which contract to order<br />

against, or the government estimate for the requirement is over<br />

$2,000,000, or technical approach would be a determining factor on<br />

which contract to order against, the procedures/selection for an order<br />

award will be undertaken as described below as opposed to<br />

procedures/selection described in Section F.3. (a) (1) and F.3. (a) (2)<br />

above. The cognizant CTO will forward the requirement to the<br />

cognizant Contracting Officer who will in turn contact each of the<br />

contractors awarded a contract and provide them an opportunity to<br />

submit a proposal for the requirement. The cognizant Contracting<br />

Officer along with the cognizant CTO will determine the minimal<br />

information necessary to obtain from each contractor in order to make<br />

the selection among them, and will provide each of them the evaluation<br />

criteria which will be utilized in making the selection. Evaluation<br />

factors may include past performance, quality of deliverables, cost<br />

control, price, cost, or other relevant factors.<br />

F.3. (a) (4) In each of the procedures described above [F.3. (a) (1),<br />

F.3. (a) (2) and F.3. (a) (3)], the cognizant CTO will prepare a selection<br />

memo for the file describing the basis for selecting the awardee, and<br />

recommend the awardee to the Contracting Officer.<br />

F.3. (a) (5) The contractor shall update their past performance and<br />

experience on a semi-annual basis and submit copies to the USAID/W CTO<br />

and each Mission.<br />

F.3. (a) (6) The contractor shall provide a fully executed copy of each<br />

task order upon their execution to the USAID/W CTO.<br />

F.3. (a) (7) The Cognizant CTO and Contracting Officer will undertake an<br />

evaluation at the conclusion of each task order and forward a copy to<br />

the USAID/W CTO and Contracting Officer.<br />

F.4. ORDERING (FAR 52.216-18) (OCT 1995)<br />

(a) Any supplies and services to be furnished under this contract<br />

shall be ordered by issuance of delivery orders or task orders by the<br />

individuals or activities designated in the Schedule. Such orders may<br />

be issued at any time during the period of this contract [see Section<br />

F.l. above].<br />

(b) All delivery orders or task orders are subject to the terms and<br />

conditions of this contract. In the event of conflict between a<br />

delivery order or task order and this contract, the contract shall<br />

control.<br />

(c) If mailed, a delivery order or task order is considered "issued"<br />

when the Government deposits the order in the mail. Orders may be<br />

issued orally or by written telecommunications only if authorized in<br />

the Schedule.
