The contractor should also be aware of the overall strategy framework<br />

of the SEGIR Results Package. Specifically, the results framework<br />

lists the following intermediate results and the indicators by which<br />

results may be measured:<br />

Increased trade, investment and enhanced general business<br />

environment. Indicator: Changes in levels of Foreign Direct<br />

Investment (FDI) as a percentage of GDP.<br />

Increasing application of legal, institutional and<br />

regulatory reforms for competitive markets. Indicator:<br />

Trade Openness within USAID-assisted countries as measured<br />

by exports plus imports as a percent of GDP.<br />

Increased economic stability and stabilization reforms.<br />

Indicator: Government surplus/deficits as a percent of GDP,<br />

inflation rates and foreign exchange reserves measured in<br />

number of months of import coverage.<br />

Increasingly liquid, transparent and rationalized financial<br />

markets. Indicator: Capital market flows within USAIDassisted<br />

countries as measured by DEPTH (M2/GDP).<br />

Increased host country privatization efforts and competitive<br />

market environments. Indicator: Subsidies paid by the<br />

central government to state-owned nonfinancial enterprises<br />

as a percent of central government spending.<br />

While it may beyond the "manageable interests" of contractors to<br />

produce results which can be directly attributed to these intermediate<br />

results, the contractor's interventions may also be evaluated based on<br />

the "plausible association" they may have with these intermediate<br />

results.<br />
