Advising and assisting in refining existing strategies<br />

and plans to ensure that they are sound and realistic.<br />

The strategy for restructuring the banking sector may<br />

include the creation of a disposal mechanism to handle<br />

the resolution of problem assets carved out of the<br />

banks which will be restructured;<br />

Developing sets of criteria for determining the<br />

resolution strategy for targeted banks;<br />

Reviewing existing legal, regulatory and policy<br />

framework under which the banking sector operates and<br />

development of plans to address any significant<br />

deficiencies;<br />

Assisting host country officials to compile a complete<br />

list of assets and liabilities in targeted banks;<br />

Advising on the establishment of criteria for the<br />

selection, contracting and oversight processes, and<br />

participate as requested;<br />

Recommend actions regarding the extent of due<br />

diligence that is necessary and appropriate;<br />

Drafting terms of reference for the process of due<br />

diligence;<br />

. Development of domestic and foreign marketing and<br />

sales strategies;<br />

Development and implementation of marketing and sales<br />

strategies for targeted financial intermediaries and<br />

formulation of an action/sale process including the<br />

development of the tender documents and selection<br />

criteria;<br />

Developing, with host country officials, short- and<br />

long-term public awareness efforts;<br />

Revision of bank examination manuals and report forms<br />

to assure that bank examinations performed by host<br />

country officials are comprehensive in scope and<br />

contextually relevant and appropriate;<br />

Advising on the improvement in procedures for taking<br />

effective, corrective actions in those cases where<br />

individual banks have violated banking laws and<br />

prudential regulations, are engaged in unsound banking<br />

practices, or are in an unsatisfacto~y financial<br />

condition;<br />

Providing needed policy advice to host country<br />

officials on issues relating to the bank supervision<br />

and examination process;
