expedite the provision of foreign assistance through<br />

Missions in an efficient and effective manner;<br />

(3) provide the Missions with a wide selection of USAID and non­<br />

USAID service providers, including recognized, world-class<br />

experts, under individual or institutional arrangements;<br />

(4) conserve funds by reducing high administrative costs<br />

currently paid by the Mission's and USAID-centrally-funded<br />

activities; and<br />

(5) customize assistance provision to meet evolving USAID needs.<br />

C.l. (d) In pursuit of its goal, SEGIR will produce the following<br />

outputs:<br />

(1) core research on priority technical, policy and strategic<br />

issues and applied research to meet specific, contextuallydefined<br />

requirements of countries, regions or subregions.<br />

(2 ) information dissemination through seminars, workshops,<br />

conferences, and working papers, among others;<br />

(3) customized strategic and tactical development approaches;<br />

(4 )<br />

technical advice and implementation support to USAID<br />

regional bureaus and field missions;<br />

trained host-country decision-makers and technical personnel<br />

in the design and implementation of economic policy and<br />

institutional reforms; and<br />

(6) long-term, in-country coordination and implementation of<br />

field buy-in activities.<br />

C.l. (e) SEGIR Technical Leadership activities will promote research,<br />

evaluation, and new "product" design for the benefit and use of USAID<br />

as a whole but particularly to enhance bilateral and regional<br />

programs. Technical Leadership initiatives will focus on three<br />

interrelated areas to:<br />

(1) Set the Macro-Economic Policy Pre-Conditions for Growth.<br />

The focus is to help countries gain economic stability and<br />

establish conditions for growth through appropriate monetary<br />

and fiscal policies;<br />

(2) Design and help implement structural reform interventions.<br />

Specific foci include market strengthening, promotion of<br />

efficient, equitable allocation of resources, and human and<br />

capital formation;
