Due to these GOE led developments, there is an explicit need for technical<br />

assistance to guide the new initiatives. Because the existing program had<br />

expected a slow pace for privatization, assistance for the fields of<br />

commercialization, restructuring, regulation and privatization are urgently<br />

required. To begin to assist the GOE with a rapid reform of the electricity<br />

sector, USAID utilized Energy IQC in June 1998 to establish a small team of key<br />

policy advisors along with short-term assistance in highly specialized fields.<br />

ESPG, the existing Energy IQC contractor, will continue efforts for the<br />

achievement of USAID policy concerning institutional development to insure that<br />

EEA can sustain benefits and progress made under prior USAID assistance<br />

programs, the emphasis of their IQC will be to strengthen institutional and<br />

policy reform efforts in support of MEE, EEA and EC's (Electric Companies) on<br />

proposed electric sector commercialization/privatization and restructuring. The<br />

priorities on the assistance will be on regulatory, organizational, management,<br />

operational, financial and policy/legal issues that are necessary for<br />

commercialization and private sector participation in power generation,<br />

transmission and distribution.<br />

Additional initiatives remain to be implemented.<br />

1.2 TITLE<br />

Power Sector Support II<br />

1.3 OBJECTIVE<br />

The objective of this task order is to support the privatization of the<br />

Electricity Companies (ECs) by strengthening their financial planning, cash<br />

management and debt management systems and by providing financial advice to EC<br />

management.<br />

1.4 STATEMENT OF WORK<br />

The work under this task order will be split into four sub-tasks: Financial<br />

Planning, Cash Management, Debt Management and ad hoc financial advisory<br />

assistance.<br />

Financial Planning:<br />

The contractor shall assist the seven ECs to strengthen their financial<br />

planning capabilities by implementing an Arabic Financial Planning Model and by<br />

assisting them to develop the required organization, skill, policies and<br />

procedures.<br />

Deliverables:<br />

a. Translate the Financial Planning Model developed under the ESPG task order<br />

into Arabic (MS Excel-Arabic version).<br />

b. Modify the existing Arabic Financial Planning Model to incorporate the chart<br />

Of accounts and financial statement format used by the companies.<br />

c. Prepare an user manual for the Financial Planning model in Arabic.<br />

d. Prepare a standardized report template in Arabic to be used by the ECs to<br />

prepare financial planning reports.
