Powhatan Today, September 28, 2011 Page 7A 150TH ANNIVERSARY OF THE CIVIL WAR This year marks the 150th anniversary of the start of the Civil War. To commemorate this milestone, the Powhatan Today will run a monthly article detailing what is happening in Powhatan, with the two Powhatan units fi ghting in the same month as one hundred and fi fty years ago. These articles will be written as if a reporter is living and experiencing the events first hand, in real time, and as if the correspondent knows nothing of the future. The soldiers mentioned and quotes provided, in the articles, are real. Some of the soldiers have descendants living in Powhatan. By Jason Moore Contributing Writer Manassas taught generals, on both sides, that the armies must be reorganized to adapt to the demands of a modern war. George Washington never commanded a force larger than 13,000; during the War of 1812 a force never topped 7,000 and General Winfield Scott commanded an army of 12,000 during the Mexican-American War. At Manassas, Union forces equaled 35,000 men of which 18,000 were engaged and our forces equaled 34,000 with 18,000 engaged. These are unprecedented troop numbers for a battle fought in North America. Washington (Revolutionary War), Andrew Jackson (War of 1812) and Winfield Scott (Mexican-American War) commanded armies which would equal the size of a large division or small corp in today’s army. During the army’s reorganization, the Powhatan Troop was assigned as troop or company E of the 4th Virginia Volunteer Cavalry Regiment. For those unschooled in military affairs, this article is designed to explain the command and control structure of our army. Individual counties have been raising cavalry troops, artillery batteries and infantry companies representing the building blocks of an army. These units travel to training centers where they are taught to maneuver and work with other companies. These units are then linked together into Leaning on lessons from Manassas regiments, regiments are formed into brigades, and brigades merge into divisions. The Powhatan Troop was organized in 1859 by General Phillip St. George Cocke, and he used his personal fortune to outfit the unit. The troop was raised in response to John Brown’s raid on Harpers Ferry and it was designed to prevent a slave uprising. The counties of Goochland, Hanover, Warrenton, Madison, Prince William and the City of Richmond also raised troops in response to the raid. These units along with older units from Culpepper, Buckingham and Chesterfield were merged to form the 4th Virginia Volunteer Cavalry Regiment. Prior to formation of the regiment, these units acted independently. Now, the units will act together under the command of Colonel Beverly H. Robertson. Col. Robertson will remain in command until the election of officers occurs in April of next year, because all officers are elected by their men in volunteer units. A troop or company ideally should equal 100 men and officers, with a regiment containing ten troops for a total of 1,000 officers and men. Few units, however, achieve these strength totals. The largest troop in the 4th Va. Cav. Regiment is 75 officers and men and the smallest is 25 officers and men. The strength of the 4th Va. Cav. on paper is roughly 600 troopers, but the number of effectives fluctuates between 400 to 500 men. An effective means a soldier who is fit for duty. At any given time, a great number of troopers are sick, injured, on detached duty, on leave or replacements have not been introduced to the unit to account for dead or wounded soldiers. With troopers being unavailable for duty for so many reasons, the number of troopers able to fight is always less than the number of soldiers listed on the unit’s muster rolls. Regiments like the 4th Va. Cav. are formed into brigades, and the 4th Va. Cav. is part of the 1st Cavalry Brigade. A brigade usually comprises four or more regiments and is commanded by a Colonel or Brigadier General. Three or more brigades form a division, and a division is commanded by a Major General. Two or more divisions equal a corp, and a corp is under the stewardship of a Lieutenant General. A full general commands an army or a military department. These are Confederate Army unit strengths and ranks. The Union Army does not have a rank higher than Major General. George Washington was the last American solider to hold the rank of Lt. General and the only soldier granted the title of Commander and Chief of the Armed Forces. Since passage of the Constitution, the President of the United States is the Commander and Chief of the Armed Forces. The President of the Confederacy, Jefferson Davis, holds the same title under the Confederate Constitution. The commander of the 1st Cavalry Brigade is Br. General James Ewell Brown Stuart. Stuart is a Virginian, a West Pointer and he assisted in the capture of John Brown at Harper’s Ferry in 1859. Stuart was the first to recognize Brown while Stuart delivered Robert E. Lee’s surrender demand to the old bushwhacker. Since entering the Confederate Army, he has shown gallantry and discretion in leading his men, and he has risen in rank from a Lieutenant Colonel to a Br. General in four months. Currently, Troop E is working picket duty near Leesburg. Their mission is to keep Maj. Gen. Stonewall Jackson advised on any Union forces attempting to cross the mountain passes into the valley. There is talk that some part of the troop will be used to assist Maj. Gen. Jackson and his command in the Shenandoah Valley. The remains of the Powhatan Rifles were sent to Camp Barton on the Greenbrier River for rest and refit. Meanwhile, the rest of the Army of the Northwest was engaged in another depressing defeat. General Robert E. Lee with 4,500 troops attacked a Union force of 1,800 men at Cheat Mountain in the counties of Pocahontas and Randolph (W.Va.). Unfortunately, 300 entrenched and determined federals stymied the uncoordinated and disorganized attack launched by 3,000 Confederate infantry. General Lee appears to be on the verge of being relieved of his command.
