"Again, armed force comprising some organized Kayins was used<br />
to brutally put down the opposition... organized by...Saya San whose<br />
peasant followers were oppressed and bullied. Even at present the<br />
British Broadcasting Corporation...is striving to incite and devise<br />
various means to sow bad blood, making use of national traitors they<br />
have reared....<br />
"I want to make it known...that there is no intention<br />
whatsoever to stir up hard feelings between Kayins and other<br />
nationals but speaking only about some who are resorting to terrorism<br />
in delving history and divulging such facts.... It is necessary to<br />
always bear in mind that the vast majority of our nationals are very<br />
simple and hospitable brethren...."<br />
Message to Insurgents<br />
"What I want to say distinctly here to Nga Mya...and KIO leader<br />
Brang Seng and Khun Sa...is that... our Tatmadaw is working for<br />
democracy to come into being, for drug menace eradication, for human<br />
rights and other endeavours. We are encouraging the emergence of a<br />
Constitution which is urgently needed. Our Tatmadaw Government...will<br />
not make any decision regarding future state ideology, State<br />
Constitution, political systems and rights and duties of all citizens<br />
including all nationals and that it will offer advice if<br />
necessary.... So there is no need to be armed and fighting us in this<br />
day and age...."<br />
Political Situation<br />
"After World War Two, there emerged two kinds of Constitutions<br />
in our country. The first kind...in 1947... was written hurriedly in<br />
order to regain independence.... In accord with the people's<br />
overwhelming approval, [the 1974 Constitution] prescribed a singleparty<br />
leadership and a socialist system.... In 1988, there was talk<br />
of dislike for single party system and demand for multi-party<br />
democracy. Everyone knows there was disregard for consent and demand<br />
for interim government.... There is concrete evidence that they mixed<br />
it up with religion. It is even evident today that some so-called<br />
learned people were involved ....<br />
"Currently, while our Tatmadaw is taking up responsibility we<br />
are governing by marial law.... Martial law means the Commander-in-<br />
Chief decides what is good as he sees it.... This cannot be opposed<br />
by anyone, any organization and any country. You must understand that<br />
no other law can counter what we have done....<br />
"You must understand that our nation has switched over to<br />
market economy and has started practising it....<br />
"We are moving toward the emergence of a firm and strong State<br />
Constitution after proper consultation with leaders of our various<br />
brethren nationals and representatives, elected to the Hluttaw by the<br />
people, after they are cleared of infringement of prescribed laws.<br />
After which we are to pass State power to the shoulder of the<br />
government which emerges in consonance with the Constitution....<br />
"Some political parties bent on their own party attaining power<br />
the quickest way...are to be seen relentlessly doing what they have<br />
been up to.... They are seen disregarding the law, seeking selfinterest,<br />
without due respect for the Buddha, His teachings and the<br />
Sangha and, amazingly, thus acting like those who have lost their<br />
sanity...." [Selfishness, ineffectiveness, and misbehaviour of<br />
political parties described.]<br />
"We want to distinctly declare that we will never accept in the<br />
political arena the morally corrupt, ...politicians who lack<br />
patriotism, who think highly of other countries and politicians who<br />
want exact replicas of the ways things are done abroad...."<br />
Foreign Affairs<br />
"I notice that some of the so-called big powers need to show<br />
profound feelings and cetana towards other nations big and small....<br />
<strong>No</strong> one should take advantage of another's problems and make it grow<br />
and cause national disintegration and bloodshed and killing...."<br />
Messages to Tatmadaw<br />
"You...need to take as much care as possible not to appear rude<br />
in dealing with the public. However, when at battle, it is battle.
