However, there are little evidences that show the extent to which the capacity building program<br />

was effective in filling the capacity gaps that have already been identified. Furthermore, there<br />

were no priorly undertaken studies to assess the result of capacity building initiatives in the two<br />

study woredas. Hence, this is the gap that this study wishes to fill with a particular focus on<br />

Gindeberet and Abuna Gindeberet Woredas in Oromia National Regional State.<br />

1.3 Objectives of the Study<br />

1.3.1 General Objectives of the Study<br />

The general objective of the study is to examine whether capacity building program‘s process is<br />

effective in bringing about the desired outcomes in Gindeberet and Abuna-Gindeberet woredas<br />

with focus on variables like human resources, financial capacity, enabling environment,<br />

community participation and other related issues.<br />

1.3.2 Specific Objectives of the Study<br />

In accordance with the stated general objective, the study has addressed the following specific<br />

objectives:<br />

‣ Describe the basic constitutional functions assigned to woredas under study.<br />

‣ Analyze the overall activity of the two woredas in the area of human resource<br />

development (training and development) to enhance the performance of local government<br />

employees.<br />

‣ Assess human resource capacities of woredas under study in terms of adequacy,<br />

qualifications, and skills.<br />

‣ Assess the availability of the necessary infrastructures and office equipment to the<br />

successful implementations of local development plans and functions.<br />

‣ Identify the financial capacity of the woredas under study.<br />

‣ Assess the existing enabling work environments (both internal and external enabling<br />

environments).<br />

‣ The extent of community participation in local development planning, implementations,<br />

monitoring and evaluation.<br />
