Hobarton Nas certainly the richer for his vi tal enthus iasm and the<br />

strength <strong>of</strong> his purpose.<br />

In the last quarter <strong>of</strong> 1860 a number <strong>of</strong> reforms long advocated<br />

by Hall followed in rapid succession:<br />

a water rate <strong>of</strong> 3d. in the £ was<br />

set by the Municipal Council who se action he firmly but humorously upheld;<br />

to those who protested against such a financial infliction, he suggested<br />

the Corporation should also levy another rate for se\.,rerage; 2<br />

a month later,<br />

on October 10, the Counci 1 adopted "Plan Two" to enable all persons to<br />

receive an ample supply <strong>of</strong> pure spring water. 3<br />

.... it \'lil1:' help to wash away the filth from our habitations<br />

and streets and enable the poorest <strong>of</strong> the peop le to slake<br />

their thirst \'lith an unlimited amount <strong>of</strong> pure \'later, and to<br />

wash their persons , and garments , and bedding on equal terms<br />

with their more wealthy and favoured fel low citizens •··<br />

Hall wrote jubilantly. 4<br />

On October 3, the Board <strong>of</strong> Management <strong>of</strong> the<br />

Queen 's Orphan Schools decided to admit the press to its meetings; 5<br />

also, at the end <strong>of</strong> the month , Hall \'/rote in the Mercury:<br />

At the new Female Hospital (lately the Comptroller-General<br />

and Sheriff's <strong>of</strong>fices) now fitting up for the reception <strong>of</strong><br />

patients , I had on Saturday last the satj sfaction o witness:i.ng<br />

the successful application <strong>of</strong> .the 'air fountain' principle. <strong>of</strong><br />

ventilation, recommended by me some years ago for adoption in<br />

the House <strong>of</strong> Assembly and in January last ' sug-gested to the<br />

Board <strong>of</strong> Management <strong>of</strong> the General Hospital.<br />

1860 , indeed, came to an end on a triumphant note: on November 13 the<br />

policy <strong>of</strong> "unrestricted eating'1 by the children in the Queen 's Orphan<br />

Schools \'/as adopted; 7<br />

moreover , at the end <strong>of</strong> December, the Gazette<br />

announced that Hall's name had been added to the list <strong>of</strong> memb ers <strong>of</strong> the<br />

Board <strong>of</strong> Management <strong>of</strong> that institution. 8<br />

Hall's hew appointment was \'larmly approved by the Mercury<br />

which accredited it to the reputation he had acquired for his interest in<br />

the welfare <strong>of</strong> the children.<br />

It is an appointment that \'lill give sa tis faction . Dr Hall<br />

has , for years past, shO\m a lively interest in the \'lelfare<br />
